The Installation NGSC serves as the designated program manager of long term survivor assistance support services, oversees local implementation and execution of the Navy Gold Star (NGS) Program, and ensures comprehensive survivor services are provided through a coordinated community response. Responsible for ensuring reports and data calls meet deadlines and suspenses. Coordinates with the Region NGSC to ensure that long term survivor assistance awareness, training and survivor advocacy is implemented according to Department of Defense (DoD) and Department of Navy (DON) policy. Responsible for initiating contact and coordinating available services of government and non-government organizations.
Incumbent receives training in all functions within the NGS program, including: DCIPS Case Management, Army SOS data base module, Psycological First Aid and Survivor Outreach Services. Meets with Region NGSC on a quarterly basis to receive training and discuss the NGS program in their region. Tracks the status of the NGS Program in their area of responsibility (AOR): issues, trends, areas needing improvement and climate. Follows established regional protocols for collection of data to include, but not limited to, number of cases received, trainings provided and personnel trained at an installation.
Coordinates with Region NGSCs to ensure they are properly trained to provide briefings to commands to enhance awareness of available long term survivor assistance support services. Ensures that NGS education programs are provided with sufficient frequency to ensure that all of the following groups are trained: Commanding Officers, Executive Officers, Command Liaisons, senior enlisted personnel, military members, chaplains, ombudsman, medical and associated N9 personnel.
Monitors services provided for long term survivor assistance, including direct survivor feedback, throughout the AOR.
Incumbent maintains survivor case information, subject demographics and disposition, and training records for case management and monthly reporting in accordance with regulatory and policy guidance and as established by DOD and Navy policy. Maintains all documentation and case records in a confidential and secure manner in accordance with the Privacy Act and applicable regulatory guidance; participates in developing and implementing performance outcome measures and program evaluation tools to measure program effectiveness; and inputs statistical output and service delivery information into appropriate Navy and FFSC authoritative databases.
Makes recommendations to Region NGSC for changes or improvements in methods and procedures, educational materials and resource information that should be made available for survivors. Provides technical assistance and consultation to Region NGSC on NGS Program.
Through coordination with Region NGSC, facilitates the development and collaboration of installation NGS public awareness campaigns to include planning of installation events. Prepares area quarterly NGS Services Survey report that evaluates survivor satisfaction with NGS services for the region.
Support for Regional Family Programs Directorate. In addition to planning regular work assignments, prepares plans to meet substantial changes in the workload. Assists in justifying revisions in staffing levels, work priorities and deadlines. Develops and reports to higher management estimates of budget requirements. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments, availability, capability and special qualifications of employees and workload. Develops and issues written instructions and standard operating procedures, and ensures compliance. Review work, and accepts or rejects projects. Keeps installation NGSCs informed on management goals and objectives, as well as of changes in regulations, policies and procedures governing the work.
