This position is an entry level contract specialist, located in the Industry Management Department, Contracting Division, at PUGET SOUND NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY, Bremerton, Washington. The Contracting Division is responsible for the procurement of supplies and services for ship repair in support of the Puget Sound Naval Shipyard and Intermediate Maintenance Facility.
As contract specialist, you must successfully complete all requirements specified in the Master Development Plan for the Contracting acquisition career field, as well as meet certification requirements for contracting Level II. The Master Development Plan specifies the competences, job rotations, formal training, special projects, and education that must be completed to be successful in the GS-12 full performance level target position.

As a Contract Specialist, your duties may include, but are not limited to:
· Responsible for the procurement planning and negotiation of a variety of, routine contracts, such as less difficult and complex cost-plus-fixed-fee and small competitive contracts.
· Responsibility for preparation of planning documents and negotiation of original contracts as well as basic amendments, change orders, and revisions.
· Cost analysis for assigned contracts.
REQUIREMENTS:
Position requires occasional travel (TDY) (using government acceptable modes of transportation, i.e., flying commercial aircraft, operating a motor vehicle,etc.) to visit sites, attend trainings, and conferences.
Selectee will be required to complete and submit a Confidential Financial Disclosure Report, OGE-450, prior to entering the position and annually thereafter.
The work environment involves everyday risk or discomforts which require normal safety precautions typical of such places as conference rooms or offices, or commercial vehicles, e.g. use of safe work practices with office equipment and information technology, avoidance of trips or falls, observance of file regulations, traffic signals, safe driving practices, and similar practices.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from meeting this requirement.
In addition to meeting the educational requirements above, applicants must have specialized experience and/or directly related education as follows:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR possess one full year of graduate education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Successful completion of a bachelor's degree with superior academic achievement.
Specialized experience must demonstrate the following: Performing professional contracting work assisting with the preparation of acquisition documents.
Examples of qualifying experience may include:
· Assisting in the preparation of contract briefs, letters, and contract modifications.
· Assisting in the processing cost-analysis data for proposed pricing rates, subcontract costs, or materials.
· Assisting in the preparing escalation payment modifications and revising billing price letters.
· Assisting in the processing pre-and post-negotiation business clearances.
· Assisting in soliciting bids to procure standard to specialized supplies or services.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Contracting (C) Career Field and be certified at (Level II) within 24 months of entrance-on-duty.
