The St. Louis VAMC is a
full-service health care facility providing inpatient and ambulatory care in
medicine, surgery, psychiatry, neurology, and rehabilitation, as well as over
65 subspecialty areas. It is a two-division facility that serves veterans and
their families in east central Missouri and southwestern Illinois.
The John Cochran
Division has all of the medical center's
operative surgical capabilities, the ambulatory care unit, and a six-story
Clinical Addition that includes surgical facilities, intensive care units,
outpatient psychiatry clinics, and expanded laboratory.
The Jefferson Barracks Division provides psychiatric treatment,
regional spinal cord injury treatment, a nursing home care unit, geriatric
health care, rehabilitation services, and a rehabilitation domiciliary program
for homeless veterans.
The St. Louis VA Medical Center is associated with Community Based Outpatient
Clinics (CBOCs) in Belleville, IL; O'Fallon, MO (St. Charles County); and St.
Louis, MO (North St. Louis County); and Washington, MO.
The duty station is the John Cochran Division; however, the duty station may be changed to one or multiple associated VAMC locations within the metropolitan St. Louis, MO area based on the needs of the medical center. This position is in the bargaining unit.

The Clinical Nurse Leader (CNL) possesses the knowledge and skills to effectively apply all aspects of the nursing process and care management principles for medical surgical patients in the acute and chronic clinical settings. The CNL will effectively apply all aspects of the nursing process within a collaborative interdisciplinary practice setting. This will lead to effective implementation of health promotion, prevention practices and management of acute and chronic illnesses. The practice of the CNL is based on knowledge, experience and research. The incumbent is expected to facilitate positive impact on patient outcomes on the medical surgical unit.
Duties include but are not limited to:
· Practices autonomously to provide holistic assessment of patients. Ensures tailored interventions and discharge planning to improve patient outcomes and decrease length of stay.
· Practices in a complex patient care setting in collaboration with interdisciplinary colleagues and unit nurse manager.
· Demonstrates skilled communication techniques with patients, family and members of the interdisciplinary team to initiate, plan, implement, assess and evaluate care and treatment outcomes
· Initiates and develops evidence based protocols. Analyzes quality improvement data to evaluate and achieve optimal patient care outcomes.
· Functions as a resource person in the development/revision of unit/service policies and procedures.
· Serves in nursing or educational committees, sub-committees and work groups.
· Leads ongoing unit level quality improvement initiatives.
· Shares and fosters clinical knowledge with unit staff. Designs, implements and evaluates patient education and staff development programs.
· Acts as role model in promoting and stimulating the application of evidence based practice with interdisciplinary teams. Serves as a mentor and/or preceptors to staff and students.
· Uses evidence based research as a foundation for clinical practice and to implement change.
· Certifies annually on RME equipment.
· Familiarizes self with how activities impact VAs goals to implement sound stewardship practices that are protective of the air, water, land and other natural, cultural resources.
· In accordance with the VA Green Environment Management System (GEMS) program, seeks to cost-effectively meet or exceed compliance with applicable Federal, State, and local environmental; public health; and resource protection laws, regulations and VA requirements.
· May be assigned to cross cover in other clinical areas within her/his competency level.
Relocation expenses will not be reimbursed.

PHYSICAL REQUIREMENTS: The Physical requirements of this position include the following tasks which may be performed intermittently: lifting of up to 50 lbs. BASIC REQUIREMENTS:
· U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
· Full unrestricted Licensure, Certification, or Registration required
· Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
· The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
· Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations:
The following criteria must be met in determining the grade assignment of
candidates, and if appropriate, the level within a grade:
· Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
· Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
· Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience.

Preferred Experience:
· Master's degree in nursing
· Recent clinical experience with medical surgical patients ( post-op surgical patients)

· Current national certification as a Clinical Nurse Leader (CNL) or will obtain CNL certification within 2 years of reassignment or appointment.
