Functional Statement Title#: Chief Nurse, Rehabilitation Service.
The Chief Nurse Rehabilitation Service at the VA Palo Alto Health Care System (VAPAHCS) reports directly to the Deputy Director for Patient Care Service/Nursing Services. The Chief Nurse is a member of the Rehabilitation Service Dyad and works closely with the Associate Chief of Staff for Rehabilitation to implement and promote the Service Improvement Model for Rehabilitation Service. The Chief Nurse is highly motivated with experience in addressing highly complex system issues, with in a level 1A affiliated health care system, supporting efforts to enculturate problem solving amongst all levels of staff across the Rehabilitation Programs in order to improve employee engagement, performance, staff retention and employee satisfaction. Possess a sense of team, collaborative framework in addressing issues. Experience with VHA policy and regulations, the Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), VA review processes such as System of Ongoing Assessment and Review Strategy (SOARS), and Office of Inspector General Reviews (OIG) and other agencies such as the American Nurses Credentialing Center (ANCC), California Board of Registered Nurses (CA BRN) and Occupational Safety and Health Administration (OSHA).
The Chief Nurse will oversee nursing care in our 174,000 square feet state of the art newly activated Rehabilitation Center. This will be the centerpiece of the rehabilitation zone at the Palo Alto Division and the first VA center to combine Polytrauma and Blind Rehabilitation into one facility. Polytrauma will have inpatient and transitional beds, while Blind Rehabilitation will have inpatient beds and comprehensive skill training programs; both areas will provide private bedrooms and baths and caretaker spaces. This new center will consolidate many outpatient rehabilitation programs throughout the campus into a single facility, including Physical Medicine & Rehabilitation (PM&R); Physical Therapy and Occupation Therapy (PT/OT); the assisted technology lab; driver simulations; and the gait lab. Integrated gardens, finishes, acoustics, and specialized lighting will accommodate the needs of veterans who will have visual impairments or have suffered traumatic brain injury, making this facility truly patient centered.
The major duties and responsibilities include, but are not limited to:
Physical Requirements: This position requires heavy lifting, 45 pounds heavy carrying, 45 pounds straight pulling (2 hours); reaching above shoulder; use of fingers; both hands required; walking & standing 8 hours - intermittently; repeated bending; both legs required; ability for rapid mental& muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish shades of colors; hearing (aide permitted). Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
