This position is located in the Command Section of the Base Communications Unit, Mission Support Group, Air National Guard (ANG) Aviation Wing. The primary purpose of this position is to perform a variety of information management and personnel tasks and activities including staff support, personnel management, content management, records management, client support administration (desktop and technology support), and enterprise information management for personnel within assigned organization. Incumbent implements, and enforces policies, programs, and procedures for the manual and electronic creation, control, coordination, dissemination, and disposal of information and communication. Incumbent coordinates knowledge management (KM) requirements with functional areas within the unit, the Wing/Base Information Resource Manager (IRM), and National Guard Bureau (NGB) as necessary.
Plans, organizes, directs, and coordinates the Commander's support functions. Serves as the primary advisor to the commander for all unit KM support functions. Ensures compliance with United States Code, Federal Law, Department of Defense (DoD), Air Force (AF) and ANG instructions and other directives. Interprets regulatory guidance and develops local policies, programs, and procedures for use within the squadron. Operates information systems (standalone and networked) to create, collect, use, access, disseminate, maintain and dispose of information. Develops, implements, and maintains squadron web pages. Manages and assists others in content management and development of web pages.
Performs Functional Area Records Manager (FARM) duties for assigned area. Conducts surveys to analyze and identify the records created and/or maintained. Prepares and maintains files and publications IAW current directives to include both paper and electronic media. Creates manual and automated file plans. Creates and maintains the official electronic file area for organization. Establishes and maintains an organizational vital records program.
Processes, controls, and delivers official communications. Prepares, publishes, distributes, and maintains record sets of official administrative orders. Serves as the unit automated orders system coordinator. Accounts for and tracks unit's workday usage (i.e. annual, training, special, etc.); coordinates with Military Personnel Flight and Finance; and prepares and submits reports as required. Prepares and provides guidance and assistance on preparing official memorandums, messages, reports, electronic mail, U.S. postal mail, and other official communications.
Performs functional area publishing management duties under the Content Management Program. Ensures compliance with prescribed procedures and legal/statutory requirements for publications and Information Management Tools (IMTs). Acquires and distributes special distribution publications and forms ordered through the E-Publishing Website, which are not available in electronic media.
Performs duties as unit awards monitor or alternate. Ensures that the awards and decorations roster is current. Ensures that the awards request forms are provided to personnel writing award recommendations and are properly completed.
Prepares correspondence, reports and requests to support full time personnel actions, to include promotion, periodic increases and termination. Ensures personnel are aware of policies, procedures and practices of senior management as they relate to the work of the unit. Responsible for posting the employment and technician bulletins. Researches and answers various questions pertaining to the Full Time Unit Support Program.
Performs or assists with a variety of military personnel programs including appointments, enlistments, separations, promotions, duty assignments, transfers, officer and enlisted evaluations, Line of Duty (LOD) actions, retirements, payroll actions, leave, non-judicial actions, selective retention, Unit Training Assembly (UTA) and Rescheduled Unit Training Assembly (RUTA) attendance, and other personnel and pay actions. Manages formal enlisted specialty training for the Communications unit.
Consults with and provides advice to planning and implementation (P&I) function on relevant issues. Coordinates with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution.
