Position is located in a Youth Regional Treatment Center (YRTC). The YRTC provides inpatient substance abuse and alcohol treatment to eligible American Indian and Alaska Native youth and will help California tribal youth find healthy directions in life. The YRTC has a capacity of 32 beds, including facilities to accommodate handicapped clients, 2 observation rooms, 4 transitional rooms and 5 family suites. It delivers residential treatment services in an integrated, multi-disciplinary manner, including 12-step and American Indian spirituality based practices, to adolescents who are affected by substance abuse, and in most cases, co-occurring mental conditions. The purpose of the position is to manage, supervise and deliver quality general and psychiatric nursing care to youth ages 12 to 17 years of age with substance use/chemical dependency/co-occurring problems. The position reports to the Health System Administrator.

Leadership and Management. Develops nursing staff work schedules at the beginning of each month ensuring that there is adequate 24 hour nursing coverage for the facility and posts the work schedule. Manages and oversees the work assignments and performance of nursing staff. Develops and maintains management and performance standards, including chart review and training, departmental policies and procedures, and reports in accordance to the program's license, accreditation, and certification standards. Coordinates nursing services with other department staff. Work with the multi-disciplinary treatment team to assist with treatment and aftercare planning. Oversees staff record keeping, ensuring record keeping is current. Leads all facility Quality Assurance/Quality Improvement (QA/QI) initiatives which include direct management of all QA/QI activities.
Clinical. Provides diagnostic, preventative, and therapeutic mental health service to clients and family members in a youth residential treatment center. Assesses and diagnoses needs and sets up a plan of action to meet identified needs by providing health services to individuals. Makes Diagnostic and Statistical Manual of Mental Disorders (DSM-V) Psychiatric Diagnoses and provides counseling, information, and psycho-pharmacologic medication initiation and refills as needed. Coordinates services with other clinical providers and may make referrals which may include traditional or spiritual modalities. Through a systematic process record review and interaction with the resident, authorized representative(s), and the health care provider(s), collect and analyzes data regarding the resident's physical, psychosocial, self-care, education, and anticipated discharge planning needs; collects information to determine the resident's strengths and needs.

Measles and Rubella immunization required for selectees born after 1957, including negative PPD skin test for tuberculosis. All employees, who work in an IHS health care facility, must receive a seasonal influenza vaccination or have on file a valid medical exemption for vaccination signed by a licensed independent practitioner.
Position is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. Employee will be subject to adverse actions, up to and including removal from Federal service if requirement is not met.
Position may require coverage on night shift, holidays or weekend.
