This position is located in the Office of Staffing and Workforce Planning (SWP), Clinical Center Nursing Department (CCND), at the National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS). We are seeking a nurse leader with a background in staffing and nursing information systems management. If you have demonstrated experience in the following: either staffing a hospital or several nursing units, computer skills in database management and staffing systems (preferably ANSOS), management of data entry, analysis and production of reports. The ideal candidate will possess an excellent knowledge of "Excel and Microsoft Office Suite". MS or MSN preferred.

As a Nurse Consultant in the Office of Staffing and Workforce Planning, your responsibilities will include but are not limited to the following:

Basic Requirements
Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
Additional Qualifications:
To qualify for this position at the GS-13 level, you must have at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Developing and administering programs related to research which require understanding of relevant problems of the nursing community, research organizations, and academic institutions; developing communication strategies, methods, and vehicles to describe, interpret, and clarify nursing department programs, policies, activities, and opportunities; providing periodic reports to appropriate staff and managers to document and evaluate progress toward attainment of organizational goals; designing learning experiences and supports training to help nurses acquire, maintain, or increase their competence and coordinating the activities of support staff to maximize use of resources and efficiency of processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is designated as an 'emergency' position and the selected candidate will be considered an 'emergency' employee and will be required to be available, ready, willing, and able to report for duty under all circumstances, e.g., inclement weather, government closings and holidays, lapse in appropriations, non-emergency and emergency situations for operation 24 hours a day and 365 days per year coverage.
A one-year probationary period may be required upon selection/ placement.
NIH may repay certain outstanding Federally-insured student loans to facilitate the recruitment and retention of highly qualified people. Recipients will be determined on a case-by-case basis based on organizational need, specific case justification, and budget limitations.
