The primary purpose of this position is: To plan, develop, implement, and manage the Information Protection (IP) program. IP consists of a consolidation of Information, Personnel, Industrial, and Operation Security (OPSEC) programs. IP also includes Program Protection Planning, International Affairs, System Security Engineering, Cybersecurity and other acquisition functions. Provides IP program expertise in a wide variety of Information Security Program Management functions required by the Presidential Executive Order, U.S. law, DoD, Air Force, SECAF, and policies for National Security Space (NSS) systems acquisition. Subject matter expert (SME) and lead security specialist to include establishing and managing Special Access Programs.
· The lead and technical authority to provide Acquisition Systems Protection expertise, guidance, and direction to a mix of Program Office IS civilian, military, and contractor support work force. Is designated the Contracting Officer's Technical Representative (COTR) for performing Functional Area Evaluation (FAE) over all assigned contract personnel performing ASP Program duties.
· Manages International Program (defined as the total effort that safeguards information and technologies identified as requiring control that is generated by, provided to, or transferred to foreign countries and includes foreign disclosure decisions and security arrangements). Conducts close and continuing liaison with a multitude of U.S. and international organizations and agencies involved with International Program.
· The lead and technical authority for the Personnel Security Program to include unique security practices and procedures, incumbent performs as the technical expert for the Air Force Information and Personnel Security Program, the National Personnel Security Investigative parameters and guidelines, Defense Security Service (DSS) and Office of Personnel Management (OLPM) investigative requirement and procedures, and resolution of command conflicts or policy implementation for IS mission requirements.
· Provides subject matter expertise (SME) for the Program Protection Planning (P3) function. P3 functions require a standardized and consistent integration of the following security disciplines into a coherent program protection and systems security program.
· Develops Security Awareness and Education Programs to satisfy security education and training requirements for all assigned personnel (approximately 500). Provides security expertise, guidance, and direction for Industrial Security Program and enforces all operational and functional aspects of the program.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. The incumbent may be required to obtain and maintain a TOP SECRET security clearance with SCI and SAP accesses.
2. This position has been designated for drug testing and the incumbent is subject to random urinalysis testing as a condition of employment.
3. The incumbent will be required to file an OGE450, Confidential Financial Disclosure Report on an annual basis.
4. The employee may be required to work overtime.
5. Department of Defense Security Fundamentals Professional Certification, and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
6. Frequent temporary duty travel is required, often on short notice, occasionally for extended periods of time.
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include: - Position involves mastery of a wide range of security and National Security Space acquisition disciplines, concepts, principles, practices and requirements to independently review, analyze and resolve difficult and complex protection problems. Makes decisions or recommendations significantly interpreting or developing important policies. Extensive knowledge of Air Force management and administrative functions. Ability to brief at the executive level.
