U.S. Army Yuma Proving Ground is located near the Arizona-California border, adjacent to the Colorado River, approximately 24 miles north of the city of Yuma (pop 87,000), Arizona. Situated in the southwest portion of the state, the proving ground is in the heart of the great Sonoran desert. U.S. Army Yuma Proving Ground conducts tests on medium and long range artillery, aircraft target acquisition equipment and armament, armored and wheeled vehicles, a variety of munitions, and personnel and supply parachute systems and is the Army's center for desert natural environment testing as well as the management of cold weather and tropic testing. U.S. Army Yuma Proving Ground at 1300 square miles proudly holds the distinction of being one of the largest military installations in the world. It is here that America's ground combat equipment proves it has the right stuff to win our nation's battles.
This is a developmental position. The target level for this assignment is GS-12. Management may choose to fill the position at the GS-5/7/9/11 or 12 equivalent grade level.

Works under general supervision of the Chief, who makes assignments by way of discussions covering the objectives to be achieved and the deadlines involved. As a recognized expert in the specific program areas of Geographic Information Systems (GIS) independently plans, coordinates, and carries out analytical and interpretive assignments of considerable significance and complexity in accordance with program policies. Incumbent collaborates with supervisor in planning future projects and makes recommendations as to the feasibility of proposed projects and the necessity for new phases of existing projects. Guidelines consist of geographical and related publications, and broad program policies, and Test Center goals and objectives.

To qualify applicants must meet the specialized experience requirement as defined below AND the basic requirements for one of the series listed below:
Specialized Experience: To qualify applicant must possess at least one year of specialized experience at the next lower grade level (GS-11). Specialized experience is defined as: 1. Experience in specialized instrumentation used to collect data and samples from or near items undergoing testing that include weapon systems, aviation, and tactical vehicles; 2. Experience collecting complex or unprecedented samples (to include Sand and Dust Testing or Toxic Fumes Testing) for analyses of concentrations of toxic gas or metal compounds produced during equipment or systems operations; 3. Experience performing analysis for physical and chemical properties on Petroleum Oil and Lubricants such as: viscosity, cloud and pour point, density, and/or refractometry; 4. Experience providing advice and direction on testing procedures and techniques used in a laboratory; 5. Experience developing or modifying procedures and techniques to more efficiently utilize laboratory instrumentation; 6. Experience providing training to technicians on use of a Laboratory Information Management System to record data from testing to perform data analysis and produce reports on results of testing.
BASIC REQUIREMENTS:
GS-830/850 Series; Mechanical/Electrical Engineer
A. Successful completion of a full 4-year
course of study in an accredited college or university leading to a bachelor's
or higher degree that included a major field of study in professional
engineering. To be acceptable, the curriculum must: (1) be in a school of
engineering with at least one curriculum accredited by the Accreditation Board
for Engineering and Technology (ABET) as a professional engineering curriculum;
or (2) include differential and integral calculus and courses (more advanced
than first-year physics and chemistry) in five of the following seven areas of
engineering science or physics: (a) statics, dynamics; (b) strength of
materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d)
thermodynamics; (e) electrical fields and circuits; (f) nature and properties
of materials (relating particle and aggregate structure to properties); and (g)
any other comparable area of fundamental engineering science or physics, such
as optics, heat transfer, soil mechanics, or electronics.OR
B. Must be registered as a professional engineer by any State, the District of
Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this
standard, those applicants who achieved such registration by means other than
written test (e.g., State grandfather or eminence provisions) are eligible only
for positions that are within or closely related to the specialty field of
their registration. For example, an applicant who attains registration through
a State Board's eminence provision as a manufacturing engineer typically would
be rated eligible only for manufacturing engineering positions. OR
C. Must have successfully passed the Engineer-in-Training (EIT) examination, or
the written test required for professional registration, which is administered
by the Boards of Engineering Examiners in the various States, the District of
Columbia, Guam, and Puerto Rico. Eligibility is limited to positions that are
within or closely related to the specialty field of the engineering technology
program. OR
D. Successful completion of at least 60 semester hours or 90-quarter hours of courses in the physical, mathematical, and engineering sciences and in engineering that included courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A above. OR
E. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, architecture, computer science, mathematics, or electronics, may be accepted in lieu of a degree in engineering, provided I have at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
GS-1301 Series; Physical Scientist
A. I have successfully completed a Bachelor's
degree in physical science, engineering, life science, microbiology, chemistry,
or mathematics that included 24 semester hours in physical science and/or
related engineering science such as mechanics, dynamics, properties of
materials, and electronics. NOTE: Transcripts must be submitted with you
application package. OR
B. I have a combination of education and experience -- education equivalent to
one of the majors shown in A above that included at least 24 semester hours in
physical science and/or related engineering science, plus appropriate
experience or additional education. NOTE: Transcripts must be submitted with
you application package.
GS-0150 Series; Geographer
A. I have a geography degree; or related physical
or social science such as geology, meteorology, economics, statistics,
sociology, anthropology, political science, history, cartography, computer
science, urban studies, or planning that included at least 24 semester hours in
geography or related fields. OR
B. I have a Combination of education and experience: courses equivalent to a
major in geography, or a related field that included at least 24 semester hours
in geography or related fields, as shown in A above, plus appropriate
experience or additional education.
