U.S. Army Yuma Proving Ground is located near the Arizona-California border, adjacent to the Colorado River, approximately 24 miles north of the city of Yuma (pop 87,000), Arizona. Situated in the southwest portion of the state, the proving ground is in the heart of the great Sonoran desert. U.S. Army Yuma Proving Ground conducts tests on medium and long range artillery, aircraft target acquisition equipment and armament, armored and wheeled vehicles, a variety of munitions, and personnel and supply parachute systems and is the Army's center for desert natural environment testing as well as the management of cold weather and tropic testing. U.S. Army Yuma Proving Ground at 1300 square miles proudly holds the distinction of being one of the largest military installations in the world. Serves as Information Technology (IT) Specialist and technical expert in Systems Analysis/Database Administration and Management in support of Financial Management programs and systems at Yuma Proving Ground, AZ. Specializes in three or more software areas (e.g. database management, operating systems, communications, programming languages, performance monitors and capacity management). Serves as subject matter expert and leader on a wide variety of automation projects and studies utilizing databases. Analyzes requirements and utilizes extensive knowledge of data base systems, specialty and/or data base management software and Information Systems (IS) policies/procedures towards developing automation solutions. Responsible for the identification, evaluation and recommendation of technological advancements having a major impact on the current and planned application of IS resources expended towards meeting the information requirements of the Command. Performs briefings to management on the automation projects, short and long-range automation objectives, emerging technologies and major changes to current technologies impacting the IS community.

Specialized experience: To Qualify applicants must possess of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as experience performing the following duties: planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of computer hardware and software systems; designing, developing, and implementation of data storage and retrieval; working in the areas of databases and relational database management technology; performing cost benefit analysis to recommend alternatives to implementing new IT software; analyzing software designs in order to make operational recommendations; planning and scheduling the installation of new or modified hardware and application software; managing system accounts, network rights, and access to systems and equipment; and performing software implementation, management, performance monitoring, and problem determination.

4) Problem Solving - identifying database technology problems; determining accuracy and relevance of information; and using expert judgment to generate and evaluate alternatives, and to make recommendations.
