The incumbent serves as the Chief of Police Services for the New Mexico Veterans Affairs Health Care System (NMVAHCS) and associated Community-Based Out-Patient Clinics (CBOCs), Annex Clinics, Domiciliaries, and other satellite facilities located in Artesia, Farmington, Gallup, NW Metro (Rio Rancho), Raton, Santa Fe, and Silver City, New Mexico. Organizational location of this position is the, Raymond G. Murphy VA Medical Center Albuquerque, NM.
As the Chief of Police, the incumbent will be accountable for the management, supervision and oversight of a department of 41 FTEE assigned to two main sections: Law Enforcement Operations Section and the Support Section. The incumbent is responsible for ensuring the protection of patients, visitors, employees and equipment under the responsibility of the NMVAHCS.
As a Facility Service Chief, the incumbent is also responsible for all administrative actions of the service and including, but not limited to:
-Managing Human Resource Actions
-Developing Department/Facility Instructions, Procedures and Policies
-Representing the Department/Facility at Meetings, Conferences and Events
-Developing and adhering to a Department Budget
-Ensuring the service meets all VA, VHA, VISN and Facility goals, mandates and initiatives
-Development of department mission statements, goals and tactical/strategic plans
-Participation in facility leadership initiatives
-Conducts crime prevention inspections and surveys
-Responsible for the development and administration of physical security activities and initiatives for all facilities under the control of the NMVAHCS to include CBOCs, annex clinics, domiciliaries and satellite facilities located throughout the state.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience/Education for GS-12: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience interpreting, explaining and applying laws, codes, regulations, policies and procedures to resolve difficult and complex problems on a local, regional or national basis as it relates to law enforcement and emergency preparedness and safety. Experience supervising and directing the work of subordinate police officers. Communicating courteously, clearly and concisely both orally and or in writing with high-level management staff and people from a variety of background to compile statistics, reports, make recommendations for short and long term goals, budgets, human resource management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
There is no education requirement for the GS-12 in this postion.
