Determines the best method of procurement for assigned area considering the technical requirements, various contracting methods, estimated cost, legal and regulatory requirements, and applicable marketing conditions. Types of contracts will most often be fixed price but may include time and material/labor hour, cost contracts or NAF Blanket Purchase Agreements for use by appointed callers.
Prepares all required determinations, file memoranda, and solicitation documents (Invitation for Bids, Request for Proposals or Requests for Quotations) as appropriate. Selects prospective contractors from suggested sources, bidder's lists, industry registers, from previous solicitations and other sources. May be required to locate or develop new sources for unique or hard-to-get material or services. Acts as the primary point of contact for questions from prospective contractors. Obtains technical, legal or regulatory advice as necessary to provide answers to these questions, provides the answers and prepares any amendments required to change the terms, conditions, of specifications contained in the solicitation. May assist with making arrangements for the pre-proposal or pre-bid conferences, including scheduling participation of other MWR personnel and/or may act as chairperson of these conferences for the Contract Specialist.
Ensures that offers (bids, proposals or quotes) are properly received, safeguarded, opened and recorded. Evaluates offers for compliance with solicitation requirements. Determines the low bidder in formally advertised procurements and the competitive range of offerors in negotiated procurements. Negotiations may be by written communication, telephone or through face to face meetings with prospective contractors. Determines that prices to be paid are fair and reasonable.
Prepares assigned contract award determinations and documents. Also processes, recommends determination, and prepares recommended resolution for all claims, protest, inquiries from higher authority, etc., in relation to assigned solicitations and awards to be presented to higher authority. Administrates contracts to resolve discrepancies in material, new delivery schedules, changes in requirements, etc. Negotiates new terms and conditions as required and modifies and/or expedites all NAF orders as applicable. Ensures that manual and automated control files are established by for all transactions relating to established contracts. Maintains and provides information on the status of procurement requests, contract change orders and other contract modifications. Assists with maintaining a current source library, catalogs and other information relating supplies and materials.
Provides information to MWR mid-level managers for purchase card purchases and proper procedures for NAF procurements.
Performs other related duties as assigned.

Specialized experience must demonstrate the following:
A BA/BS in Business Management or a closely related field is preferred, but may be substituted by a minimum of three years of comprehensive experience in the field of procurement with a documented application of such knowledge within an ongoing procurement program. The incumbent must process extensive knowledge of the rules, regulations and guidelines in NAF procurement of supplies and services.
Must be proficient in using a 10-key calculator, and possess the skill necessary with computer hardware/software to utilize word processing, spreadsheet and database software to prepare accurate and timely documents and reports. Proficiency with Microsoft Work/Excel/Access is strongly preferred.
Must be able to use experience, organizational guidelines and common sense to solve problems, work on several tasks simultaneously, and be able to shift priorities and assignments with little notice. Must be able to work in a team environment and handle stress with professionalism and civility.
You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

The work is primarily sedentary but also may include kneeling, bending, and reaching above shoulder height to obtain supplies or file and retrieve documents. Occasional travel may be required to attend meetings, conferences, go to vendor showrooms, or visit MWR activities.
