NNSA is a semi-autonomous organized agency of the Department of Energy. We manage highly visible U.S. National Security Programs, enhance U.S. national security through research, development, production, assembly, disassembly, and maintenance of the U.S. nuclear weapons stockpile, promote international nuclear non-proliferation and safety, reduce global danger from weapons of mass destruction, provide the U.S. Navy with safe and effective nuclear propulsion, and oversee national laboratories and other production facilities to maintain U.S. leadership in science and technology.
The Office of Acquisition and Project Management (APM), focuses on providing NNSA with the people, systems, and processes that the Agency needs to succeed in the acquisition of mission capabilities (e.g. capital assets) as well as deliver a world-class project management program. APM executes its mission and functions through two main organizational elements. The Office of Acquisition Management (OAM) promulgates NNSA acquisition management policies and processes, identifies opportunities for improvement and innovation, and provides operational contracting support. The Office of Enterprise Project Management (EPM) delivers capital projects by serving as the program owner's representative.
The Deputy Associate Administrator (DAA) for Acquisition and Project Management serves as a senior career official providing strategic direction and leadership to develop and implement policies, procedures, programs and management systems to transform NNSA into a recognized leader in acquisition and project management. The DAA for Acquisition and Project Management will also have oversight and control to implement and integrate enterprise-wide acquisition and project management systems that support mission execution and provide the best overall value for NNSA's programs and the American public. Within these capabilities the incumbent provides guidance and assistance to the Administrator and Principal Deputy Administrator on programs and initiatives affecting the overall enterprise to reduce nuclear dangers, modernize the NNSA infrastructure, and drive an integrated and effective enterprise.

Incumbent serves as the NNSA Senior Procurement Executive (SPE), responsible for applying innovative procurement processes and standards in the placement, administration and closeout of NNSA's contracts and grants, and oversight of the agency's inventory of government furnished property.
Provides strategic leadership developing and delivering comprehensive, rigorous and disciplined approaches to acquisition and project management supporting complex, high consequence national security programs.
Serves as the NNSA Senior Procurement Executive (SPE) responsible for applying innovative procurement processes and standards in the placement, administration and closeout of NNSA's $10B annual portfolio of contracts and grants, and oversight of the agency's $6B inventory of government furnished property.
Ensures that integrated project reporting systems provide assessment mechanisms and tools for the use by NNSA senior and operational management complex-wide; allowing for real-time communication of critical project performance and appraisal of impacts to the construction management program. Provides direction for an NNSA project cost analysis capability to ensure that project alternative solutions are adequately and effectively analyzed. Provides overall leadership concerning Federal project resource and staffing allocations needs ensuring effective project execution in collaboration with Program Offices.
Responsible for guidance to transform and transition construction management planning, execution, and operations to a more centralized, federally-managed and involved enterprise.
