As District Counsel, you will be responsible for all phases of the legal program necessary to execute a major operating program for the Corps of Engineers consisting of planning, design, construction, operation and maintenance activities related to Civil Works and Military projects. Provides expert legal advice and assistance to the District Commander and his staff on complex legal matters involving policies, procedures, draft litigation, and contract issues pertaining to the work and activities of the District. Plans, directs and reviews work of subordinates for conformance to policy. Personally performs work related to the most complex, controversial or unprecedented legal cases. Serves as senior leader in the District, in support of Command policies and management initiatives, participation in strategic planning and corporate leadership matters.

QUALIFICATIONS REQUIRED:

2) Sworn (notarized) statement that fitness to practice law or conduct as an attorney has never been challenged in any jurisdiction;
3) A list of three professional references from members of the bar (actual letters of recommendation will be required upon selection for position);
4) Official law school transcripts;
5) Copies of your last performance appraisal and most recent Notification of Personnel Action (SF-50) (current federal employees only);
6) Relevant training, awards history, professional registration/licenses, if applicable, should be included in the content of the resume; and
7) OF612, SF171 or resume demonstrating specialized experience applicable to the job.
Specialized experience is defined as: 1) Knowledge of and ability to apply federal laws, regulations, policies, and procedures related to civil works projects (for example, but not limited to: inland waterways, coastal harbors, channels, flood control projects, beach replenishment) and military construction projects including fiscal law, contract acquisition (engineering and construction services and supply contracts) and contract disputes, project management, and project partnership agreements. 2) Knowledge and ability regarding laws, regulations, policies and procedures related to Federal environmental laws; and laws related to jurisdiction compliance and remediation of hazardous, toxic and radioactive materials and waste on Federal Lands and waters. 3) Ability to manage, supervise, mentor and motivate a legal staff accomplishing highly diverse civil litigation claims and program caseload. 4) Ability to manage external and internal program goals and priorities; develop and utilize innovative approaches in solving problems and issues; ability to function as a senior counselor and advisor to the Commander, to work effectively with a variety of senior management officials. 5) Ability to communicate effectively orally and in writing.

Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Education will not substitute for any portion of the required professional legal experience
