INTRODUCTION:
This is a National Guard Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve as a project manager and lead contract specialist. This position provides sound business advice in the planning and execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office.
As a CONTRACT SPECIALIST, GS-1102-12, you will:
(1) Plan the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Perform market research/analysis to determine availability of the requirement; analyze market trends, commercial practices, conditions and technological advances and determine the sources solicited.
(2) Procure a wide variety of services, commodities, and/or construction. Apply all statutory requirements including regulations, policies, procedures, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General Decisions, public law, case law, and precedents to all acquisitions.
(3) Execute post-award contract performance management actions on assigned contracts. Monitor and evaluate contractor performance for compliance with terms and conditions of contracts and ensure timely submission of technical progress reports and performance metrics.
(4) Provide business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Represent the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well-defined.
EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification" and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
To qualify for GS-1102 positions on the basis of completed graduate education, the graduate education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or, one full academic year of graduate law school, or superior academic achievement in a law school program. (If applicable, include graduate school transcripts with application.)
