1. Directs, plans, and organizes Fire Emergency Services activities. Plans, organizes, and provides fire prevention training to ANG personnel at the installation. Responsible for review of base plans, policies, strategy, tactics, and procedures for fire suppression and prevention to ensure compliance with current and new national consensus standards, National Fire Codes, International building codes, Code of Federal Regulations, Occupational Safety and Health Administration policies and procedures, and regulations as they apply to fire protection. Reviews new regulations or procedures and disseminates information assuring that such procedures are implemented; assures that station logs and other records pertinent to reports, activities, drills, inspections, responses, fires, etc., are maintained properly and submitted within prescribed time limits utilizing the automated civil engineer system (ACES) when required.
2. Represents the Fire Protection program with a variety of unit and functional area organizations. Establishes, develops, and maintains effective working relationships with other staff officials, and municipal fire departments. Provides technical advisory services to management on all matters pertaining to fire protection and prevention activities. Establishes memorandum of agreements (MOA) with local fire departments, reviewing MOA frequently and updating as required. Evaluates fire departments with which agreements exist to ensure their capability to provide firefighting assistance. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization.
3. Manages the Hazard Assessment Inspection Program, Public Fire Prevention and Education Program, Fire Protection Engineering, and Extinguisher Maintenance Program. Implements internal controls, self-inspection, and audit compliance. Coordinates with the Base Civil Engineer and other supervisors in the development and implementation of policies. Prepares and executes inspection and training duties to ensure the organization meets the training requirements provided by the Department of the Air Force. Maintains current knowledge of the base, its structures, and all systems related to fire protection and prevention. Prepares facilities inspection and testing schedules for all buildings, facilities, fire alarm systems, sprinkler systems, and other extinguishing systems that are tested by fire prevention and suppression personnel. Directs follow-up inspections for all systems that have been out of order or repaired. Prepares contract specifications and supporting documentation for those fire extinguishers or systems that are to be contracted. Develops recommendations for the Base Civil Engineer on the level and mixture of resources needed to ensure an effective and efficient program. Inspects maintenance of all suppression and detection systems on the facility. Identifies and reviews status of base fire deficiencies on a regular and recurring basis and effects necessary corrective action within program concepts.
4. Develops and maintains a variety of documentation such as fire prevention inspection schedules and facilities jackets on assigned facilities. Jackets include information on hazards, pre-fire plans, risk assessment codes (RAC), and regularly scheduled and special inspections conducted. Documentation includes recommendations, follow-up reports, resolutions, name of building custodian, last training conducted, etc. Conducts fire protection and prevention education and training as required. Prepares narrative and statistical reports on program status. Approves/disapproves the issuance of various permits such as welding/cutting, open burning, and fuel transfer operations.
5. Performs other duties as assigned.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard and be assigned to the 188th WG in a compatible military position in Air Force Specialty Code (AFSC) 3E7X1 . Must become compatible in the AFSC within 12 months of appointment.
Must possess or be able to obtain a Secret Security Clearance. A pre-placement physical is required if not already current. Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Selectee may be subject to uncommon duties, rotational shift assignments and overtime duties.
Participation in direct deposit is mandatory.

The certification levels in the table are the minimum mandatory qualification standards for the positions indicated. Individuals must be certified at these levels to be eligible to fill these positions.

All others must complete the certifications to retain qualification levels and remain in their full-time positions.
