Serves as an Attorney-Adviser (Contract) at the U.S. Army Medical Research and Materiel Command (USAMRMC), Fort Detrick, MD.
The U.S. Army Medical Research and Materiel Command (USAMRMC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

Incumbent will provide legal advice on matters related to Federal Acquisition, Medical Research and Product Development, and Government Information Practices. Utilize interpersonal and organization skills and work in fluid environments. Be involved in legal review, research, advice, and teaming with other professionals on acquisition and medical research across the spectrum from basic and applied research to advanced development of medical products. Provide advice and legal expertise on federal financial assistance agreements including grants and cooperative agreements. The acquisition vehicles, supported missions, and medical issues that confront the attorney and clients, encompass novel and fluid areas of law, medicine, policy, and government initiatives. Negotiate among competing interests and resources and determine courses of action. Expertise must be such that you can promptly, without legal peer collaboration, address the award and administration of several hundred acquisition vehicles, while researching and coordinating issues of an unusual or precedential nature.

This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.
Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Experience: An applicant for a GS-13 or equivalent position must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of this position. Graduation from an ABA-Accredited Law School in the top 25 Percent of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
Experience: An applicant for a GS-14 or equivalent position must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of this position. Graduation from an ABA-Accredited Law School in the top 25 Percent of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
