This attorney position is located in the U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of the Principal Legal Advisor (OPLA), Government Information Law Division (GILD), Washington, D.C.
GILD is responsible for providing legal advice on all matters relating to the disclosure of agency information both within and outside the U.S. Department of Homeland Security. GILD works closely with the ICE Freedom of Information Act (FOIA) Office and the U.S. Department of Justice in coordinating the agency's response to FOIA litigation. This frequently involves drafting of declarations, Vaughn indices, and substantive motions. GILD attorneys also handle third party requests or subpoenas for agency testimony and documents which entails corresponding with parties and subpoenaed employees, reviewing requested documents, redacting documents to preserve privileges, and preparing declarations in support of privileges asserted. Moreover, GILD handles a vast array of privacy and disclosure-related issues, including: federal, state, and foreign requests for information; and reviews of national and international information sharing agreements.
The work is fast-paced and requires the ability to: (1) work closely and diplomatically with federal and state agencies and other law enforcement partners; (2) prioritize multiple assignments, including litigations and taskings; (3) exercise sound legal judgment; (4) efficiently produce quality legal analyses of complex issues within the area of FOIA, Privacy, and information disclosure law; and, (5) work effectively both independently and as part of a team. EDUCATION
Applicants must possess a Juris Doctor (JD) degree from an American Bar Association (ABA)-accredited law school. Promotion Potential: This position has promotion potential to the GS-15. This position may be filled at the GGS-0905-12, GS-0905-13, GS-0905-14 or GS-0905-15 grade level. If a selection is made at the GS-0905-12 grade level, promotion to the next higher level may occur without further competition. When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
Trial Period: New attorneys to the Federal government will be required to serve a trial period of 2 years.
