MAJOR DUTIES
A. Supervisory Work
The incumbent plans, supervises, and administers the work of a branch library. Establishes procedures and makes recommendations to the Library Director on ways and methods to improve quality of service. Accurately instructs employees on both library continuing education trainings and required DOD trainings to successfully accomplish work tasks and comply with security, safety, and health regulations. Advises employees of performance requirements and their progress in meeting those requirements, discusses corrective measures to improve performance and makes recommendations to the Library Director regarding formal performance appraisals. Advocates for employees appropriate recognition and feedback for performance and contributions. Structures assignments for employees based on director established priorities and deadlines with consideration of the difficulty and requirements of assignments and the capabilities of employees. Periodically reviews work for accuracy. Resolves informal employee complaints, provides general explanation of the natures and basis for personnel policies and procedures. Provides guidance, direction, and feedback on strengths and weaknesses. Maintains effective employee and management communications and promotes.an equal employment opportunity, team oriented climate. Coordinates efforts with EEO officials and Labor Relations during the development and execution of policies and procedures affecting civilian personnel. Supervises all library program events at a library branch. Appropriatelydisplays managerial skills and complies with human resource directives. Ensures library program compliance with all top down policies, procedures, and directives. Serves as Acting Library Director in absence of the library director.
B. Personnel Work
Assists in the direction of overall library operations providing mission, education, and quality of life support to base personnel, their families, and retirees. Responsible for specific library functions to include collection development, circulation services, reference/research services, technical services, and technological development and support. Ensures library records are accurate and up to date. Provides ethical research and reference services. Performs original cataloging, subject analysis, and classification assignment in machine-readable cataloging format within the standards of current Anglo-American Cataloging Rules: 2nd Edition, Library of Congress Subject Headings, and Dewy Decimal Classification System and by comparisons to the local database and authority files. Perform indexing and abstracting duties to meet non-specialized user needs. Creates bibliographies for ready reference assistance. Reviews professional journals and websites for acquisition and continuing education purposes. Attends professional meetings, conferences, and workshops to maintain currency in the profession.
Assists the library director with developing and defending budgets and establishing short- and long-range plans and] goals. Acts as building monitor for a facility; i.e., maintenance and improvements, purchases of furniture and equipment, and allocation of space within a facility for various library functions. Monitors funding allocations, meets expenditure targets, and justifies unfunded requirements. Accurately purchases and/or procures items per DOD / DON policies, procedures, and guidelines. Ensures inventory control on all property pertinent to the operation of the program and facility. Ensures that equipment is available and in working order for patron and staff use.
Evaluates specific program effectiveness from the standpoint of unforeseen developments and program objectives bases on Core Operating Levels and accrediting standards. Demonstrates excellent customer service to all professional and patron contacts. Assists the library director with toe implementation of the Library Marketing Program to include outreach programs, publicity, cross marketing, special events, and partnered programs. Acts as; library liaison to other MWR programs. Maintains accurate reports on program statistics. Develops and maintains contacts with professional and service organizations to promote the library program. Conducts tours and orientations for VIPs, commanders, home-school groups, and new patrons. Prepares how-to instructions for library and resource use. Resolves patron complaints. Tracks marketing costs and continually monitors the marketing program for effectiveness. Creates and selects program activities based on patron desires and needs including STEM and STEAM programs. Performs other duties as assigned.

Specialized experience must demonstrate the following:
A masters degree in library and information studies From an American Library Association accredited school and 3 years progressively responsible work experience is required. Professional knowledge of all aspects of library principles, concepts, methodology, operations, functions, and management to perform the professional and administrative duties of the position. Knowledge of the policies, procedures, systems, and interrelationships of the library, library databases, data sources, and customers served. Knowledge of marketing and publicity techniques and of the Interests and needs of customers and organization served to promote library use. Knowledge of established procurement rules said regulations and internal organizational acquisition policies. Familiarity with publishers' and suppliers' methods of operations. Knowledge of research techniques that include online database searching. 1 year of experience in supervising the work of library employees is required. Successful completion of a National Agency Check is required. Has the ability to communicate both orally and in writing.
