About the Position:
The U.S. Army Corps of Engineers (USACE) New England District is responsible for managing the Corps' civil works, military, hazardous waste remediation, and international and interagency services (IIS) program responsibilities throughout the six New England states. The District employs about 500 professional civilian employees plus military officers in key management positions. Seventy-five percent of the staff is stationed at the Concord, Massachusetts headquarters, while others serve at Corps project and area offices throughout the New England region. The Construction Division is responsible for managing a large and diverse Construction program throughout six New England states. Construction contracts under management include Civil Works and Military Construction along with work for various other customers and agencies such as Environmental Protection Agency (EPA), Veterans Administration (VA) and Customs and Border Patrol. This is a Construction Control Representative position, series- GS-0809 at grades 07, 08, 09 or full performance level 10; with the U.S. Army Corps of Engineers, New England District-Construction Division. Positions are located at the following locations and pay scales: New Bedford, MA - $44,810.00-$78,474.00; Chicopee, MA - $45,107.00- $78,994.00; Fort Devens, MA - $44,810.00 - $78,474.00

Serve as a Construction Control Representative for monitoring and assisting with the construction management of military and civil projects and manage construction project at all stages to resolve problems involving conflict between the plans and specifications. Apply an extensive knowledge of construction methods, practices, codes, standards, techniques and procedures in order to manage large, complex civil/military construction projects. You will work under the general direction of the Resident Engineer. You will perform the following duties:
· Serve as construction control representative for monitoring of and construction management on one or more of the following types of projects: dredging of major harbors; construction or repair of breakwaters; environmental clean-up projects funded by various sources; renovation and new building construction at military facilities; and renovations at various government owned facilities.
· Participate with engineers in review of project plans and specifications to determine practicability and identify possible construction problems.
· Conduct inspections of various equipment, material and workmanship to assure adherence to standards of quality, acceptable construction practices and compliance with contract requirements.
· Establish detailed inspection procedures, schedules and control methods to oversee various operations for compliance with contract requirements.
· Resolve a majority of daily construction issues as they arise during prosecution of work.

Specialized experience is defined as meeting all of the following: (1) practical knowledge of construction concepts, practices and regulations; (2) skill in applying a wide variety of test and inspection techniques to various engineering aspects to make on-site determinations; and (3) ability to take actions or make recommendations based on preliminary data interpretation or analysis.
Specialized Experience for GS-09:
To qualify at the GS-9 grade level you must have at least one year of specialized experience equivalent to the GS-08 level in the federal service. Specialized experience is defined as meeting all of the following: (1) knowledge of construction concepts, practices and regulations; (2) skill in interpreting and analyzing considerable data, plan work, or refine methods and techniques to determine the best course of action; and (3) ability to resolve commonly encountered work problems and deviations.
Specialized Experience for GS-10:
To qualify at the GS-10 grade level you must have at least one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is defined as meeting all of the following: (1) knowledge of construction concepts, practices and regulations; (2) skill in reviewing construction projects for technical accuracy; and (3) ability to advise management of solutions to complex construction problems.
You will be evaluated on the basis of your level of competency (knowledge, skills, & abilities) in the following areas:
· KNOWLEDGE OF CONSTRUCTION METHODS, TECHNIQUES AND PROCEDURES
