The Associate Chief, Outpatient Clinical (ACOC), Pharmacy Service must be a licensed pharmacist with American Society of Health- Systems Pharmacists accredited residency preferably with a Master of Science or Doctor of Pharmacy degree., ACOC must have prior managerial and leadership experience. Advanced degree (M.S., MBA, MHA, MPA OR Equivalent) is preferred but not required. This individual will report directly to the Chief of Pharmacy and will plan, direct, and coordinate comprehensive pharmacy activities with the Chief, Pharmacy Service Line at the Loma Linda VA Medical Center. The incumbent is responsible for providing leadership, direction, organization, planning and implementation of pharmacy programs in the outpatient, clinical and educational arenas of the Medical Center and associated CBOC'S which promote effective utilization of all resources. Responsibilities include the management of multiple programs, including the outpatient distributive program (to include investigational drugs), and the pharmacy controlled substance program. The incumbent will be responsible for the provision of outpatient and Ambulatory Care services and products. This includes procuring, dispensing, and maintaining proper records of all pharmaceuticals, including controlled substances and investigational drugs and ensuring compliance of these programs with The Joint Commission standards. The Associate Chief has administrative and supervisory responsibility for program Managers, Supervisors, Pharmacists, and Pharmacy Technicians.

Education: Graduate of a degree program in pharmacy from an approved college or university. The degree program must have been approved by the American Council on Pharmaceutical Education (ACPE), or prior to the establishment of ACPE, have been a member of the American Association of Colleges of Pharmacy (AACP). Graduates of foreign pharmacy degree programs meet the educational requirement if their degree is found to be equivalent to degree programs recognized by the ACPE. This finding may be based on any of the following: a) A letter of acceptance into the U.S. graduate pharmacy program recognized by the ACPE, b) written certification from the Foreign Pharmacy Graduate Examination Commission that the individual has successfully passed the Foreign Pharmacy Graduate Examination, or c) a letter from a U.S. college or university with a pharmacy degree program by ACPE stating that the individual's foreign pharmacy degree has been evaluated and found to be equivalent to its Bachelor of Pharmacy degree or higher.
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
Specialized Experience:
GS-14: Completion of the equivalent of one (1) year of creditable experience which is equivalent to the next lower grade level (GS-13) in the federal government which is directly related to the position to be filled or an advanced degree in a health care related field (e.g., MSHA, MBA, MPH, etc.).
In order for this experience to be creditable, the experience must demonstrate the following knowledge, skills and abilities:
(1) Utilization of negotiation skills to influence clinical and management decisions;
(2) Ability to effectively communicate orally regarding complex clinical and technical issues;
(3) Ability to effectively communicate in writing regarding complex clinical and technical issues;
(4) Skill in utilizing regulatory and quality standards to develop and implement operational programs;
(5) Skill in managing multiple and diverse people/programs;
(6) Skill in utilizing available resources to support the missions and goals of the organization; and
(7) Skill in planning, organizing, and directing the functions and staff of an organization.
English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Preferred (Best Qualified Candidate): Completion of Doctor of Pharmacy degree from American Council on Pharmaceutical Education (ACPE) accredited College of Pharmacy; Completion of American Society of Health-System Pharmacist (ASHP) accredited Pharmacy Residency; Additional critical care or acute cardiology pharmacotherapy experience with direct patient care activities
