The St. Louis VAMC is a
full-service health care facility providing inpatient and ambulatory care in
medicine, surgery, psychiatry, neurology, and rehabilitation, as well as over
65 subspecialty areas. It is a two-division facility that serves veterans and
their families in east central Missouri and southwestern Illinois.
The John Cochran
Division has all of the medical center's operative surgical
capabilities, the ambulatory care unit, and a six-story Clinical Addition that
includes surgical facilities, intensive care units, outpatient psychiatry
clinics, and expanded laboratory.
The Jefferson Barracks Division provides psychiatric treatment, regional spinal
cord injury treatment, a nursing home care unit, geriatric health care,
rehabilitation services, and a rehabilitation domiciliary program for homeless
veterans.
The St. Louis VA Medical Center is associated with Community Based Outpatient
Clinics (CBOCs) in Belleville, IL; O'Fallon, MO (St. Charles County); and St.

The duty station for this position is the John Cochran and Jefferson Barracks division. The duty station may be changed to one or multiple associated VASTHCS locations within the metropolitan St. Louis, MO area based on the needs of the medical center. This is a Non-Telework eligible position. This position is in the bargaining unit.

DUTIES:
The High Reliability Organization Patient Safety (HRO-PS) specialist position is a full-time position in Quality Management Service. The position reports directly to the Chief of Quality Management Service. The HRO Specialist is a professional nurse who serves as the proposer, promoter, and implementer of strong, safe clinical processes across the Medical Center. The incumbent uses Patient Safety, Systems Redesign (Lean) and Quality Improvement skills to foster the development of a HRO at the unit/service/medical center level. In this role, the incumbent understands VHA, VISN, and Medical Center vision and strategic/operational direction to facilitate integration of quality and safety into the organization.
Duties of this position may include but are not limited to:
1. Ensuring adherence to patient safety in regards to accreditation and other external surveys and site visits such as: Joint Commission, Commission on Accreditation of Rehabilitation Facilities (CARF), National Committee for Quality Assurance (NCQA), Office of the Inspector General (OIG), Government Accountability Office (GAO), Office of Medical Inspector (OMI).OMI, etc.
2. Conducts Internal safety reviews of health care delivery systems
3. Evaluates patient safety and HRO in relation to performance monitoring and benchmarking, including, VHA, VISN and VAMC, performance measures
4. Recommends, leads and facilitates change and improvement initiatives to ensures a safe environment
5. Educates all levels of employees in regards to HRO and patient safety

BASIC REQUIREMENTS:
· U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
· Full unrestricted Licensure, Certification, or Registration required
· Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accrediting Commission for Education in Nursing (AECN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
o The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
· Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations:
The following criteria must be met in determining the grade assignment of
candidates, and if appropriate, the level within a grade:
· Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
· Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience.

Appendix G-6 Nurse Qualification Standard. This can be found in the local Human
Resources Office.
Preferred Experience
A Master's Degree in a related field with at least a Bachelor's Degree in Nursing (BSN) required;Have at least three years of increasingly complex nursing practice in medicine, emergency department or critical care.This position is in the Excepted Service and does not confer competitive status.
