SUMMARY OF DUTIES:
SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
PHYSICAL DEMANDS: Duties involve
rigorous fieldwork requiring above average physical performance, endurance and
superior conditioning. Work requires prolonged standing waling over uneven
ground, and recurring bending, reaching, lifting and carrying of items weighing
over 50 pounds and shared lifting and carrying of heavier items, and similar
strenuous activities requiring at least average agility and dexterity.
Duties
include demands for strenuous activities in emergencies under adverse
environmental conditions and over extended periods of time. Operation of some
specialized fire equipment can place extended physical stress on incumbent
during fire activities.
WORK ENVIRONMENT: The work is primarily performed in forest and range environments in steep terrain where surfaces may be extremely uneven rocky, covered with vegetation, and in smoky conditions. Temperatures vary from above 100 degrees F to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Personnel must adjust and cope with exposure to adverse weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances. Incumbent may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (boots, hardhat, gloves, flame resistant clothing, etc.). Work may require travel by light fixed-wing or rotor-wing aircraft.
OTHER: Incumbent is required to operate a government-owned or leased motor vehicle in the performance of duties; therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

EXPERIENCE AND EDUCATION REQUIREMENTS:
(OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions, GS-0462 and Individual Occupational Requirements; and Interagency Fire Program Management Qualifications Standards and Guide for Prescribed Fire and Fuels Specialist Moderate Complexity).

wildland fire management experience equivalent to the GS-6 grade level, -OR- 1 full year of graduate education
in forestry, range management, agriculture, or a subject-matter directly
related to the position.
GS-6: 1 year of creditable specialized wildland fire management experience equivalent to the GS-5 grade level.
SPECIALIZED EXPERIENCE: Experience which has provided the applicant with the particular knowledge, skills, and abilities necessary to successfully function in the wildland fire management position applied for. Possession of the particular knowledge, skills, and abilities can be evidenced by:
SELECTIVE FACTORS: The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
1. Primary Core Requirement: Prescribed Fire Burn Boss Type 2 (RXB2)
2. Secondary Core Requirement: Engine Boss, Single Resource (ENGB) - OR - Crew Boss, Single Resource (CRWB) - OR - Helicopter Manager (HMGB)
Selectees for IFPM positions requiring currency will be required to obtain and maintain currency for the NWCG qualifications listed above.
CONDITION OF EMPLOYMENT: A Baseline Medical Examination will be required for all newly hired personnel in permanent positions that require wildland fire arduous duty and who would have received a "Baseline" medical examination under the Department of Interior (DOI) Medical Standards Program (MSP). As a condition of employment, incumbents must complete a "Baseline" medical examination as required by the DOI-MSP when processes are in place to support this level of exam through the DOI-MSP.
This is Testing Designated Position (TDP) under the Department of the Interior Drug-Free Workplace Program.
FIREFIGHTER RETIREMENT COVERAGE: This position is covered as a secondary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c)(CSRS) and 5 U.S.C. 8412(d)(FERS) when it is filled by an incumbent who transfers directly from a primary or another secondary firefighting position with no break in services as a firefighter to this position. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
PRIOR WILDLAND FIREFIGHTING EXPERIENCE: All candidates selected for this position must also meet or exceed a selective factor which requires a minimum of 90-days of wildland firefighting experience. The selective factor cannot be waived. Wildland fires are categorized into two distinct types: 1) Wildfires, unplanned ignitions or prescribed fires that are declared wildfires. 2) Prescribed Fires, planned ignitions. This description includes only fireline experience on a prescribed fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.
FOREIGN EDUCATION: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
