This position is located at the Chalmers P. Wylie VA Ambulatory Care Center, in Columbus, Ohio, in the Logistics Management Service. In this capacity, the incumbent is responsible for providing centralized purchasing support for the Medical Facility, to include Environmental Management Service (EMS), Laboratory Services, Education, Pharmacy Service and other assigned services. The Logistics Purchasing Agent reports directly to the Chief of Material Management, who reports directly to the Assistant Chief of Logistics. Logistics Management Service supports the main facility, four Community Based Outpatient Clinics (Grove City, Marion, Newark and Zanesville), and two offsite facilities for Behavioral Health and Administration Services. The incumbent performs all aspects of technical supply management for the using service, i.e. general inventory management, storage management, fund control management, and procurement of all supplies. The incumbent must understand not only supply chain management concepts and total supply support, but must also be able to understand the role of the function/service that is being supported.
Position Description Title/PD#: Purchasing Agent/PD#03806A
Physical Requirements: Work requires sitting approximately 60% of the time, and with approximately 40% of the time, some walking and bending required to conduct supply inventories and to work with customers concerning their supply needs. Some lifting is required when receipting in supplies and performing inventories. The employee may also be called upon to assist in the receipt, storage and distribution of supplies primarily consisting of lifting and carrying items weighing up to 20 pounds and the use of a commonly used warehouse/receiving area equipment. Work conditions could occasionally be dirty, hot, humid or unusually cold when involved in medical supply inventories or their outdated/excess disposal actions. The work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices, meeting and training rooms, and private or commercial vehicles and warehouses. The work area is adequately lighted, heated, and ventilated. Work is performed generally in an office setting where the employee has access to a personal computer. Frequent trips to areas throughout the ambulatory care center, including patient treatment areas, and CBOC's to conduct supply inventories and assist with problems will be made. Work will also routinely be performed in the facility receiving area and off-site warehouse(s), in which, pertinent safety and security issues must be addressed while in the performance of these duties.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-05 position you must have served 52 weeks at the GS-04 level.

Specialized Experience:
One (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to the position to be filled. To be creditable, this experience must have been equivalent to at least the GS-4 level in Federal service. Examples of qualifying specialized experience include: having a broad knowledge of with purchasing regulations, methods, procurement laws, regulations, policies and procedures, standardized purchasing regulations, policies and procedures for purchasing medical supplies, equipment and services; negotiating with customers orally and/or in writing to establish the best supplier for items required; using various automated procurement systems; tracking and following through on ordering process to ensure compliance requirements are met; and communicating effectively with managers, officials, manufacturers, sales personnel, vendors and suppliers.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of four (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full time-time academic study is defined as thirty (30) semester hours, forty-five (45) quarter hours, or the equivalent in a college or university, or at least twenty (20) hours of classroom instruction per week for approximately thirty-six (36) weeks in a business, secretarial, or technical school.

COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combination of successfully completed post high school education and experience may be used to meet total qualification requirements. For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
