The environmental engineer is responsible for GEMS planning and implementation and environmental compliance activities. The employee assumes a lead role in the development of facility environmental policy and procedural documentation.
Responsible for directing the review of major engineering plans, specifications, and technical reports to ascertain the environmental impacts of construction activities. He/she works with facility leadership to integrate environmental considerations into planning and operational activities. In addition, coordinates environmental activities with regional representatives and supports the development of integrated planning for all facilities within the region.
Incumbent maintains program requirements and validation criteria for the Legionella Water Safety compliance program. Develops and implements a GEMS program that will meet all requirements of the Environmental Executive Order and all other applicable guidance. Shall comply with all federal, state and local environmental laws and other requirements, preventing pollution, minimizing waste, conserving cultural and natural resources and continually improving environmental programs. Leads environmental audits and incident investigations, conducts root cause analysis, develops corrective actions, and tracks incidents to closure.
Trains employees and other engineering Supervisors and staff to carry out environmental responsibilities of their positions. The employee leads construction projects reviews to determine environmental impacts, confirm environmental compliance requirements, and assess environmental risk control needs.
The environmental engineer performs work planning, designing, constructing, modifying or improving, and maintaining facilities either by in-house or contractual effort; regulating and enforcing environmental engineering policies, programs, or activities by establishing standards, promoting improvements, evaluating compliance, and, if necessary, directing action to secure satisfactory results. The employee participates in the national-level GEMS committees within VA. As the GEMS Coordinator he/she is responsible for coordinating the efforts of staff involved with the GEMS to ensure that the GEMS is developed and implemented in accordance with applicable policy and guidance. The GEMS Coordinator is further responsible for ensuring that the GEMS results in findings and conclusions that lead to continual improvement of environmental programs.

Physical Requirements:

Specialized Experience: GS-11
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
· Be proficient to formulate, execute, and advise on recommendations, solutions, or modifications to standard practices to resolve complex problems.

level. To calculate, first identify the percentage of required education you
have earned (when substituting, you cannot use the first 60 semester hours that
you earned). Then identify the percentage of required experience you possess.
Add the two percentages. The total percentage must equal at least 100 percent
to qualify at the GS-11. For example, an applicant who has 9 semester hours of
graduate level education (i.e. 50% of graduate education required) and 6 months
of creditable specialized experience (i.e. 50% of the required experience)
would equal 100% of the required experience for the position
Education Requirement: Degree: professional engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by
the Accreditation Board for Engineering and Technology (ABET) as a professional
engineering curriculum; or (2) include differential and integral calculus and
courses (more advanced than first-year physics and chemistry) in five of the
following seven areas of engineering science or physics: (a) statics, dynamics;
(b) strength of materials (stress-strain relationships); (c) fluid mechanics,
hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature
and properties of materials (relating particle and aggregate structure to
properties); and (g) any other comparable area of fundamental engineering
science or physics, such as optics, heat transfer, soil mechanics, or
electronics.
Combination of education and experience: college-level education,
training, and/or technical experience that furnished (1) a thorough knowledge
of the physical and mathematical sciences underlying professional engineering,
and (2) a good understanding, both theoretical and practical, of the
engineering sciences and techniques and their applications to one of the
branches of engineering.
