This is a GG-05 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-05 duties for the "Technician/Administrative" work category are at the "Entry Developmental" work level and are equivalent to those at the GS-05 level. The primary purpose of this position is: To function as the 480th Intelligence, Surveillance and Reconnaissance Group (ISRG) Test Control Officer (TCO) in the administration of the Air Force military personnel testing program at Fort Gordon.
MAJOR DUTIES for HUMAN RESOURCES ASSISTANT (MILITARY), GG-0203-05
· Administers military personnel testing program for a variety of military tests. Schedules testing requirements ensuring compliance with testing deadlines established by the agency. Notifies all eligible personnel of testing dates and requirements.
· Receives and reviews testing requirements in support of the Weighted Airman Promotion System (WAPS). Monitors daily products such as transaction registers and strength changes to track and determine individual's testing requirements and verify testing eligibility.
· Oversees the Foreign Language Proficiency Bonus (FLPB) Program. Ensures all requirements for FLPB eligibility are met.
ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Incumbent may be required to fly in military or commercial aircraft to perform temporary duty assignments.
4. Personal data, to which the incumbent has access, are controlled by the Privacy Act of 1974 and must be safeguarded appropriately.
5. The incumbent may be required to work other than normal duty hours that may include evenings, weekends, and/or holidays to include overtime and workload demands. Shift work may be required.
6. This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency are not available.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military policies and procedures relating to the military testing program and an understanding of the coding system and verification data applicable to eligibility requirements.
2. Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, and destruction of test materials.
3. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters.. reports, spreadsheets, databases, and graphs. A qualified typist is not required.
4. Ability to communicate effectively, both orally and in writing.
5. Ability to analyze automated products to determine adequacy and/or deficiencies of testing program.
