Incumbent serves as an Aerospace Engineer with responsibility for regulatory oversight of aircraft certification programs and continued operational safety in avionics and electrical systems. Incumbent is responsible for applying safety management principles using engineering knowledge and risk management techniques. Responsibilities include review and evaluation of regulatory compliance for aircraft certification projects. Also responsible for recommending actions for safety or initiation of safety determinations for continuing airworthiness. Supports the FAA’s transition to an oversight organization and effective utilization of delegated organizations and designees. Oversees Organization Designation Authorizations (ODA) and Designated Engineering Representatives (DERs) for technical and procedural compliance to the regulations. The incumbent may also work with applicants for design approvals related to 14 CFR parts 23, 25, 27, or 29 and other 14 CFR parts of the Federal Aviation Regulations (FAR) as assigned.
Additionally, applicants need to learn and apply systems thinking to the above responsibilities. The FAA is moving to a systems based approach for oversight of the aviation industry and it is essential for applicants to be able to evaluate large/complex delegated organizations as well as smaller delegated entities and determine how to most efficiently and effectively oversee these entities based upon risk to operation within the aviation system.

Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);(g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; or a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (for example, holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). For more information on the alternate methods, please refer to the OPM Qualification Standards for Engineering, www.opm.gov, or you may contact the Employment Services Section (ACE-14), Human Resources Division. In addition to the basic requirements all candidates must demonstrate one year of SPECIALIZED experience equivalent to the next lower grade in the Federal Government. SPECIALIZED experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization. FV-I/GS-13: Specialized experience should include but not limited to: demonstrated technical knowledge of and experience with aircraft avionics/electrical/software systems designs and/or evaluation of these designs.
