Assists in developing, recommending, and implementing methods and procedures to ensure accurate, timely and meaningful financial data for management. Maintains direct communication with Center Officials and provides direction, leadership, and guidance.
Provides technical expertise to management through the presentation and analysis of financial data. Identifies significant trends and comparisons with previous accounting periods. Participates in training sessions for personnel to explain financial services requirements, results, and improvement of document preparation and processing as well as promote the effective use of the system and uniformity in the handling of account transactions.
Troubleshoots problems, makes recommendations, and takes corrective action to ensure financial reports and the application of computer technology to accomplish the goals and objectives. Analyzes and develops solutions to unique, intricate, and complex operational financial problems.
Conducts training sessions for Department personnel to explain financial services requirements results, and improvement of document preparation and processing. Assures that the financial modules are operating as intended and in accordance with sound financial management principles and concepts; continually evaluates the effectiveness and accuracy of financial data generated by the system in disclosing the status and reporting of payments.
Plans, manages, and overseas disbursement activities for the purchase of supplies, materials, and contractual services. Ensures established payment deadlines by contractual terms. Troubleshoots problems, makes recommendations, and takes corrective actions to ensure financial reports are accurate to accomplish goals and objectives.
Conditions of Employment:
In order to qualify for the Supervisory Financial Management Specialist, 501-13, you must meet the following:
Have one year of specialized experience, equivalent to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant the the knowledge, skills and abilities to perform the duties of the position. Specialized experience is defined as having knowledge of accounts payable, invoice processing and other financial disbursements; provides day-to-day leadership and guidance to professional and technical personnel; approves leave, and resolves minor complaints and grievances.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
