This position is located at the Michael E. DeBakey VA Medical Center in Houston, Texas. The Opioid Treatment Program (OTP) Coordinator is a member of the Mental Health Care Line Substance Disorders Treatment Program. Clinical services provided in the OTP include psychosocial, medical, and emotional behavioral assessments, methadone maintenance, buprenorphine maintenance, outpatient detoxification, medical and psychiatric care, case management, support groups, and management of abuse or other substances. The OTP continues to provide psychosocial services and follow-up support for veterans who complete a methadone or buprenorphine detox.
The OTP Coordinator is responsible for the overall operation of the OTP, whose mission is to provide a continuum of quality care to Veterans in the area of opioid replacement therapies. The Coordinator oversees the clinical and programmatic aspects assuring that the functions are integrated in order to provide optimum utilization of the available resources. The Coordinator ensures the quality and timeliness of the services provided, customer satisfaction, and compliance with standards of the Office of Mental Health Operations and accrediting bodies such as the Joint Commission. Services provided are subject to close scrutiny by Congressional interests, service organizations, the general public and the media. The Coordinator is responsible for inspiring, motivating and guiding OTP staff in achieving the strategic goals and plans of the organization.

Physical Requirements:
A pre-placement physical examination will be completed prior to appointment to determine the physical and mental fitness of candidates. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies.

REQUIREMENTS:
The basic requirements for employment as a VHA social worker are prescribed by
statute in 38 U.S.C. 7402(b)(9), as amended by section 205 of Public Law
106-419, enacted November 1, 2000. To qualify for appointment as a social
worker in VHA, all applicants must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed
when it is not possible to recruit qualified citizens)
Education. Have a master's degree in social work from a school of social work
fully accredited by the Council on Social Work Education (CSWE). Graduates of
schools of social work that are in candidacy status do not meet this
requirement until the school of social work is fully accredited. A doctoral degree
in social work may not be substituted for the master's degree in social work.
Verification of the degree can be made by going to the CSWE website to verify
if that social work degree meets the accreditation standards for a master of
social work.
Licensure. Persons hired or reassigned to social worker positions in the
GS-185 series in VHA must be licensed or certified by a state to independently
practice social work at the master's degree level.
English Language Proficiency. Social workers must be proficient in spoken and
written English in accordance with VA Handbook 5005, Part II, chapter 3,
section A, paragraph 3j
GRADE
DETERMINATIONS:
In addition to the basic requirements for employment, the following criteria
must be met when determining the grade of candidates.
GS-12 Social Worker Program Coordinator. Individuals assigned as social worker program coordinators must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
In addition, the candidate must demonstrate the professional KSAs
below.
1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to supervise multidisciplinary staff assigned to the program.
4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s)
5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.
