Air Reserve Technicians (ARTs) are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy ART positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Force Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

The primary purpose of this Air Reserve Technician (ART) Enlisted position is to serve as a Human Resources Specialist (Military) serving as Chief, Personnel Employment. As such, the incumbent of this position will perform the following duties:
CONDITIONS OF EMPLOYMENT:
Position may or will require incumbent to: (1) Obtain and maintain the appropriate security clearance. (2) Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. (3) Work is primarily sedentary although some physical effort or exertion may be required in the performance of duties. Some episodes of light lifting or prolonged periods of standing. (4) Work area is adequately lighted, heated, and ventilated.
You must have at least one year (52 weeks) of specialized experience equivalent to GS-07 grade level, or other pay schedule, pay band, etc., in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes in-depth knowledge of military personnel policies, procedures, rules, and guidlines and the use of automated systems in the management of military personnel programs. (To be creditable, specialized experience must meet the above quality level requirements).
The assessment questionnaire is designed to measure your ability in the following Knowledge, Skills and Abilities (KSAs): (1) Demonstrate ability to plan, organize, and review work of subordinates in all military personnel management. (2) Knowledge of the requirements, procedures and program objectives in all areas of military personnel operations and administration. (3) Ability to apply the knowledge of military personnel functions toward the management of data systems. (4) Comprehensive technical knowledge of all facets of military personnel operations. (5) Ability to work out solutions to problems or questions relating to the work.
Substitution of Education for Experience: Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or JD., in a relevant field of study (e.g., Business Administration, Public Administration, Human Resources, or Organizational Management). Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position and is related to the duties of this position.
