ADDITIONAL INFORMATION: The Office of the Chief Information Officer and Information Technology Services Directorate (OCIOT) is seeking an experienced, innovative, highly motivated, self-starting Computer Network Defense Service Provider (CNDSP). This individual is a member of an integrated government and contractor team of technical and functional experts in the field of Cybersecurity and Computer Network Defense (CND). The Cyber Defense functions provide analysis of emerging advanced persistent threats (APTs), deep dive analysis, incident coordination, analysis and response, focused operations, trending and reporting. These functions are critical to increasing situational awareness and an enabler for defending the NGA network infrastructure. The CNDSP operates in concert with the cyber functions across NGA, and acts as the focal point for cyber incident response within the Agency. The CNDSP coordinates computer security incident response activities for events to include, but not be limited to: viruses, worms, Trojan horses, other malicious code, system security breaches, and cyber-terrorist attacks. Overall, the CNDSP provides Incident handling and analysis. They exhibit the necessary professional communications and teaming skills to lead a variety of complex project applying knowledge of network protocols, equipment, standards, technology to DoD & IC information security technology challenges that include: network forensic analysis; computer incident response; network security and host integrity reviews; vulnerability assessments and penetration testing; and monitoring implementation of security processes and technical solutions.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Computer Information Systems, Computer Science, Electrical Engineering, Information Science, Information Systems, Information Technology, Mathematics, Physics, or a related discipline. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of college coursework in any area listed in option A, plus experience in cyber-analytics, computer forensics, incident response, or in a closely-related area that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Six years of experience in cyber-analytics, computer forensics, incident response, or a closely-related area that demonstrates the ability to successfully perform the tasks associated with this work. Computer Network Defense Service Provider certifications (e.g., CND-A, CND-IS, CND-IR, CND-AU) must be obtained within 6 months.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1) Demonstrated experience adapting to new demands or information and handling situations with multiple variables and unknowns successfully;
2) Computer Incident Response Team (CIRT) or network operations experience;
3) Experience dealing with decision making in a methodical and calculated way; investigating all available data in an organized manner and taking consistent, logical action;
4) Performing complex network analysis and assessments based on correlation of disparate security-relevant data sources (e.g., firewall logs, net flow data, IDS events, etc.);
5) Information Technology (IT) level 1 certification in accordance with DoD Acquisition Workforce Improvement Act (DAWIA); Information Assurance Technical (IAT) Level II and Computer Network Defense-Service Provider (CNDSP) certification in accordance with the DoD 8570-01-M.
