- Serves as Reclamation's principal technical authority on phone systems and integrated phone applications including phone related infrastructure technical design, operation and maintenance practices, and configuration/change management procedures.
- Serves as Reclamation's authority on Video Teleconferencing (VTC), and VTC related applications including VTC related infrastructure technical design, operation and maintenance practices, and configuration/change management procedures.
- Serves as the technical authority for other Reclamation offices and staff with respect to phone system architecture and Video Teleconferencing architecture.
- Serves as the technical authority for phone system architecture and Video Teleconferencing architecture developing guidance on phone and video systems operations.

- Extensive knowledge and understanding of the design, implementation, and operations of Voice over IP (VoIP) networks, ports, and protocols utilizing Cisco Unified Communications Platform consisting of Call Manager, Unity, and Call Center applications along with the ability to administer, maintain, and operate VOIP related software and hardware.
- Extensive knowledge and understanding of A/V solutions incorporated with Cisco/Tandberg and Polycom VTC (codecs and MCUs) systems, ports, and protocols for videoconferencing/multi-point meetings in unclassified environments along with the ability to perform technical planning, system integration, verification and validation of existing and new voice and video systems
- Knowledge of industry standard information technology security theory and practice in order to assure compliance with security procedures and to assure secure, highly available information services through collaborative practices and techniques, team principles and practices, and team leadership in order to serve as a team leader/member; serve effectively on organizational level teams.
- Communication skills and ability to use proper English grammar, spelling, punctuation, and style in writing and speaking in order to prepare research papers, project documents, and contact materials.
