As a STATE CONSTRUCTION & FACILITIES MANAGEMENT OFFICER, GS-0301-14 your duties are below;
Serves as principal advisor to the J4, Chief of Joint Staff, and Adjutant General on all aspects of State ARNG construction, facilities management, environmental, and other associated programs. Utilizes knowledge of management and organizational principles and practices in managing/directing program planning, development, administration, coordination, execution, and quality control of the programs, including policy development, project management, total requirements budgeting, contracting, and financial/cost accounting. Establishes local program policies/procedures; establishes/monitors internal program controls; and ensures uniform application/compliance with federal, state, and local law, ARNG policies, procedures and guidelines, and professional engineering and construction codes/practices. Develops long and short range plans. Makes decisions/commitments related to technical, administrative, and program management issues, such as, contracting out or performing work in-house; prioritizing new construction and/or maintenance projects; certifying the technical acceptance of completed work; referring real estate acquisition/disposal proposals or needs; and others related to environmental issues and personnel actions.
Directs program/project activities through a subordinate supervisory staff and a work force consisting of federal, state, and other full and part time employees, including a multitude of technical experts such as professional architects, engineers, engineering technicians, environmentalists, skilled crafts people in highly diversified occupations, and persons in administrative specialties such as budgeting, contracting, data processing, real estate, and personnel. Personally and/or through subordinate supervisors, performs or directs performance of the following programs/activities: Architectural & Engineering Activities,Military Construction Program, Operations and Maintenance Facilities Program, Environmental Program. Manages and/or provides oversight of program/project contracts from preparation, to award, through close-out. Manages statewide ARNG real estate, including advising the Adjutant General on purchase, leased, and/or donated site acquisitions, needed disposals and associated activities. Prepares budget requirements and funding justifications for each program, and submits/defends budget requests to state and NGB officials. Performs other duties as assigned D 1121.
Knowledge, Skills and Abilities required for this position:
If you are using Education to qualify for this position: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
To receive credit for Education, you must provide college transcripts to support your Educational claims.
SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a secret clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.
Failure to complete NGB prescribed courses at the PEC for new FTS personnel within the first year of employment may be cause for reassignment or termination of FTS.
