DUTIES AND RESPONSIBILITIES: This position is located in the Directorate of Resource Management (DRM) of an Army National Guard Major Training Area (MTA). The purpose of this position is to serve as the principle financial advisor to the MTA Manager, providing technical assistance concerning the overall fiscal management program including; preplanning, budgeting, programming, funds allocation, procurement, commercial accounts management, payrolls, accounting, internal controls, auditing, and reporting. Assists the MTA Manager in determining the significance of management decisions on financial plans and other fiscal matters.
Develops and implements training site policies, procedures, guidelines and regulations pertaining to fiscal management, budgeting, funding, procurement, payroll, accounting, reporting, internal survey and audit at training site. Based on guidelines and funds available, determines proper obligations and commitment of funds. Performs internal surveys or audits and develops internal controls for individual operating entities at the training site to insure that the government's interest is protected. Is responsible for strict compliance with regulations that govern the expenditure of federal and state funds applicable to procurement and accounting under automated accounting systems.
Serves as sole worker in the Directorate of Resource Management or may oversee the work of one or two lower graded workers. Establishes broad goals and objectives and provides technical guidance to lower graded workers. Oversees federal and state permanent, part time and temporary training site employees performing finance and accounting duties under federal and state automated accounting systems. Approves/ disapproves leaves and extensions, recommends incentive awards and promotions, initiates filling of position vacancies, interviews applicants and makes recommendations for appointment. Resolves complaints and grievances from employees which can be informally resolved. Promotes acceptance and adherence of programs such as Equal
Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations and other special emphasis programs. Maintains an effective position management program. Develops performance standards.
Directs the budget transactions involving general ledgers with several subsidiary ledgers for personnel, operations and maintenance, revolving funds, and state or federal appropriated and non-appropriated fund activities. Ensures that automated accounting is accomplished in accordance with generally accepted accounting principles (GAAP) or other applicable guidelines.
Assures compensation is received from other Department of Defense activities utilizing the training site for the purpose of training and/or research and development. Administers the reimbursable program and is responsible for the execution of agreements and contracts. Develops "Schedule of Rates" to be used in billing reimbursable and training site tenants for costs of utilities and other services provided. Ensures that payment for services is received.
Responsible for a systematic, continual, financial review and analysis of training site programs involving personnel and repair or maintenance. Through this continual review, redirects or reprograms the financial structure, formulates budgetary alternatives and makes recommendations to the MTA manager and his staff on objectives, policies, procedures and methods. Provides advice and assistance to supervisors and other staff officers on financial matters relating to the expenditure of funds, purchasing methods, and propriety of proposed expenditures. Monitors all maintenance contracts to insure that all state and federal requirements have been met prior to making obligation.
Provides timely reporting to the National Guard Bureau through the United States Property and Fiscal Officer, other governmental agencies, and local managers as to the status of funds received and disbursed. Prepares the financial summaries and reports required by higher headquarters and local staff members. Analyzes program operations to assist management in proper and accurate decisions. Develops, revises, and adapts reporting systems, in order to provide appropriation data to key personnel at all levels and achieve maximum effectiveness of financial management.
Responsible for the direct coordination with federal and state officials and with staff personnel at other military installations concerning budgetary matters.
Performs other duties as assigned.
Participation in direct deposit is mandatory.

OTHER QUALIFICATION REQUIREMENTS
Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
Must possess or be able to obtain the proper clearance type and level within one year of appointment according to Army or Air Force Personnel Security Program Management Directives.
As a basis of continued employment to the GS-0560 position, dependent on the position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
As a basis of continued employment to the GS-0560 position, the employee must complete all required financial management certification continuing education and training hours; and, document and manage his or her Individual Development Plan. All certifications are documented in the automated Learning Management Systems, as directed by DoD, U.S. Department of the Army; U.S. Department of the Air Force, and/or NG Career Field Functional Manager.

GENERAL EXPERIENCE:
Skills in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skills in presenting formal training presentations and briefings; skills in applying procedures and directives by reading and interpreting program material; along with a valid understanding of the basic principles and concepts of this occupational series and grade.

SPECIALIZED EXPERIENCE:
GS-09, Novice. To qualify for the GS-0560-09 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. A candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
