About the Position: The U.S. Army Corps of Engineers (USACE) New England District is responsible for managing the Corps' civil works, military, hazardous waste remediation, and international and interagency services (IIS) program responsibilities throughout the six New England states. The District employs about 500 professional civilian employees plus military officers in key management positions. The Planning Division is a diverse organization housed within the New England District (NAE) Headquarters in Concord, MA. Members of the Planning Division have expertise in water resources planning, including plan formulation, environmental evaluation and restoration, cultural resources evaluation, economics, Civil Works policy, and public involvement.

Serves as the Environmental Restoration Project Manager and the project manager and lead planner in charge of major and complex projects within the Plan Formulation Branch. Applies a mastery of knowledge of management concepts, principles, methods, and practices in all Civil Works programs, with an emphasis on environmental restoration. You will work under the general direction of the Plan Formulation Branch Chief. You will perform the following duties:
Develop and maintain relationships with Federal and state agencies, communities and regional organizations concerned with aquatic restoration in the New England region.
Identify opportunities to use the Corps programs and authorities to investigate and construct environmental restoration projects.
Develop annual program goals and monitor overall program execution.
Coordinate projects activities with non-Federal sponsors, subject matter experts, representatives from Federal and State agencies and special interest groups.
Allocate project funds to project managers and monitor performance to assure commitments are being maintained on all projects.
Review progress of projects to ensure they are policy compliant, on schedule and within established cost estimates.
Prepare decision documents, status reports and other documents to obtain higher command approvals for Civil Works projects.
Serve as a mentor to junior project managers.
Provide technical and policy review of civil works documents submitted by junior project managers.

Basic Education: You must meet one of the basic education requirement series below:
EDUCATION FOR ECONOMIST 0110: A. A Bachelor's or higher-level degree from an accredited college or university in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR
B. a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
EDUCATION FOR BIOLOGIST 0401: A. A Bachelor's or higher degree from an accredited college or university that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. OR
B. A combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
EDUCATION FOR ARCHITECT 0808: A. A Bachelor's Degree in Architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR
B. A combination of education and experience that includes college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background is demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
BASIC EDUCATION FOR CIVIL ENGINEER OR ENVIRONMENTAL ENGINEER 0810/0819:
A. Bachelor's Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of Education/Experience - college level education/experience that furnished (1) knowledge of physical/mathematical science underlying professional engineering & (2) understanding (theoretical/practical) of engineering sciences/techniques & applications to a branch of engineering. This must be demonstrated by: (1) Professional Engineer Registration or (2) Written test or (3) Specific Academic Courses - 60 semester hours in physical, mathematical, & engineering sciences or (4) Related Curriculum - Completion of bachelor's degree in engineering technology/professional field provided applicant has 1 year of professional engineering experience under professional engineering supervision/guidance.
EDUCATION FOR PHYSICAL SCIENTIST 1301: A. Bachelor's Degree: physical sciences, engineering or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
B. A combination of education and experience -- course work equivalent to a major as shown above, including at least 24 semester hours in physical science and/or related engineering science.
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Education Requirement, Qualified Candidates for this position must ALSO identify in their resume that they possess one year of specialized experience equivalent to the next lower grade/level (GS-12) in the federal service that demonstrates the following: 1) Prepare project management plans and cost estimates for Civil Works projects. 2) Prepare project status reports to develop recommendations to higher authority on planning phases of Civil Works projects. 3) Complete environmental investigations on Civil Works projects and propose alternate plans of actions based on findings.

EDUCATION FOR HYDROLOGY 1315: A. A Bachelor's or higher from an accredited college or university in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

B. A combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. Evaluation of Experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. Acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.
