The Pathways Recent Graduate Program is a comprehensive two-year program designed to train candidates for positions within the Veterans Health Administration (VHA). This program provides the foundation for developing trainees from entry level to full performance level. It includes planned training, rotational assignments, and on-the-job work experiences.
This position involves a multi-grade career ladder. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the GS-9 level and then the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance.
With more than 150 medical centers and hundreds of clinics nationwide, it is possible that you will need to relocate for a position. You will be required to sign a mobility statement before entering the TCF program. If relocation is necessary for permanent placement, VA pays for moving expenses.
The VA employs Engineers who provide a broad range of support for university-affiliated, active teaching and research hospitals. Under the Graduate Engineer Training program, the incumbent is prepared to meet the professional engineering needs of leadership at a VA Medical Center. This training program is two years in length, with the first year on the job as a trainee, and the second year as a resident at the first assignment facility.
The program prepares graduate engineers for positions of VA Facility Management and Engineering, providing support through the administration of programs such as: Construction; Maintenance and Repair; Facility Operation; Biomedical; Energy Conservation; Master Facilities Planning; Space Utilization; Waste Management; Sanitation; Interior Design; and Motor Vehicle Fleet Management. Successful candidates will demonstrate interest in working for the VA after completion of training. They must have a talent for communication and demonstrate potential for leadership. RECENT GRADUATE: These positions are being filled under the Pathways Recent Graduate Program. The program is for individuals who have completed a qualifying educational program within the preceding two years. BASIC REQUIREMENT: To qualify for the 801 series ALL applicants must meet one of the following:
A. Degree in Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) http://www.abet.org/, as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ~OR~
B. A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Specialized experience includes: knowledge of the principles, theories, and concepts of engineering; experience coordinating, scheduling, and reviewing new construction and renovation work; preparing cost estimates; and analyzing data.
OR One (1) full year of graduate level education that provided the knowledge, skills, and abilities necessary to do the work of this position.
OR Successful completion of a five (5) year program study of at least 160 semester hours leading to a Bachelor's degree in Engineering.
OR Possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of this position.
OR Superior Academic Achievement (SAA) at the GS-7 level at the baccalaureate level in the course work detailed above is fully qualifying. The Technical Career Field (TCF) Program is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. Selectees will be required to sign Mobility, Training, Continued Service and Participant Agreements.
