As a AIR CARGO SPECIALIST, WG-5201-10, you will perform a full variety of Air Transportation functions to manage day-to-day Air Transportation/small air terminal operations including but not limited to, airdrop & airdrop inspections, rigging responsibilities, wing deployment training, passenger & cargo manifesting, Joint Inspection, load planning, determining cargo/passenger eligibility, establishing & maintaining air terminal security, directly responsible for safe & efficient loading/offloading of all DOD-owned/controlled aircraft & ensuring In-transit Visibility. Inspects a variety of airdrop equipment. Performs airdrop inspections after priorities are set, work sequences are determined, & pertinent policy matters reviewed. Independently performs assignments at the aircraft where supervisor is not readily available. Performs 3 separate inspections of airdrop loads or containers rigged for airdrop prior to actual airdrop. Makes decisions on a wide range of matters that may involve deviations/departures from past precedents & accepted practice or highly subjective judgments that could affect safety of flight/crew. Rigs/prepares unilateral airdrop training loads to include type V or other airdrop platforms for airdrops. Fabricates container delivery systems loads, skid boards, & other associated airdrop items, as required. Receives, unpacks, & inspects unit possessed parachutes. Cleans, dries, inspects, & packs cargo parachutes after use. Maintains/repairs a variety of fabric, rubber, & leather articles. Operates/performs minor maintenance on sewing machines, punch presses, stenciling machines, & other similar equipment. Performs inspections/repair of cargo, deceleration, & extraction parachutes, & is responsible for certification. Performs drop zone control operations as Drop Zone Controller/Safety Officer. Conducts weather observations, wind speed, direction determination, marking drop zone with navigation aids & timing points, establishing/maintaining air to ground & point to point radio communications, relaying information to aircraft & Range Control Officer. Formulates, implements, & documents programs to train Wing augmentation in support of Wing air transportation deployment functions. Provides sound advice/technical expertise on air transportation issues to Installation Deployment Officer, all Squadron, Group, & Wing commanders. Makes appropriate recommendations/implements changes within element & associated processes. Provides hands-on training & classroom instruction for other service components in area of load planning different airframes for unit deployments. Ensures items offered for transport by air meet proper specifications to maximize safety & security of aircraft, aircrew, cargo & passengers. Monitors/administrates data systems established by USTRANSCOM & in coordination with Assistant Under Secretary of Defense for Transportation Policy, to integrate DOD transportation information worldwide & provide transportation & In-Transit Visibility data for commanders at all levels. Analyzes operational plans, policies, & procedures for air terminal activities & facilities essential to air passenger & cargo movement processes. Serves as Wing Commander's focal point for orchestrating daily & long-range utilization of air terminal to ensure accomplishment of assigned missions as well as maximum support for deployment operations. Develops policies to establish/improve air terminal operations. Develops goals/objectives that integrate organization & Readiness Flight objectives. Controls all aircraft cargo space allocated to each mission & is responsible for obtaining maximum utilization on each mission. Plans, selects, sequences, & monitors each aircraft cargo load & initiates/ensures all cargo manifests are prepared. Obtains maximum utilization of space using automated programs such as Automated Air Load Planning System. Preplans/computes aircraft load distribution using automated programs, manual methods, &/or other weight & balance computation methods. Inspects cargo received for airlift to verify eligibility & ensures proper documentation, packaging, & marking in accordance with applicable DOD directives. Assembles & palletizes break bulk loads. Establish/maintains installation Space Available air travel program. Reviews passenger travel authorizations for validity/accuracy. Checks in passengers, processes, schedules, transports, & escorts passengers to/from aircraft. Prepares manual/automated DD Form 2131, Passenger Manifests. Receives & prepares baggage for shipment & inspects hand carried baggage. Conducts anti-hijack briefing to passengers along with additional flight information. Serves as wing focal point for 463L pallet/net management. Ensures accountability & required reports are submitted to NGB. Performs other additional duties as assigned.
