The CTXVHCS Clinical Implant Coordinator is a Prosthetic Representative position in the Prosthetic and Sensory Aids Service (PSAS) Program. The Clinical Implant Coordinator will be directly supervised by the Chief of Prosthetics with the purpose of orientation and indoctrination in the specialized functions particular to administration and management of the prosthetic program.
· Assists in developing local organizational policies and procedures consistent with National and VISN policies and procedures; Assists in authorizing and preparing purchase orders for inventory or Surgical Implants;
· Perform duties of Operating Room Program Specialist (GS301) when staffing is low;
· Assists in developing statement of work for service contracts;
· Monitors contracts for compliance to statement of work;
· Receives, analyzes, and processes request for prosthetic equipment and services;
· Identifies and selects National CMS/Health Care Procedural Coding System (HCPCS) codes
· Monitors HCPCS codes to ensure proper purchasing and/or billing to include reporting
· Assists in establishing long and short term VISN and local goals;
· Responds to a variety of correspondence i.e., Veterans, VSO, Congressional, and all other stakeholders
· Participates in VISN and local facility committees, work groups, interdisciplinary teams;
· Frequently communicates with other essential VHA purchasing offices (Acquisition, Logistics, Contracting, Business Office);
· Assists in adjusting work load and developing performance measures;
· Assists in implementing new guidelines (National, VISN, and local);
· Assists in developing tools that allow monitoring such as a Quality Assurance Program;
· Assists in analyzing, reviewing, and evaluating the results of various monitors and databases;
· Confers with contractors and other health care workers;
· Communicates with Veterans and family members on prosthetic appliances, services, and benefits;
· Assists in planning, developing, and preparing budget estimates;
· Assists with collecting data, data analysis, statistics, budgeting, contracting, procurement, inventory management, human resources, and supervision;
· Assists in developing cost containment measures;
· Coordinates specialty programs to include: Clothing Allowance, Home Oxygen, Automobile Adaptive Equipment, and Home Improvement and Structural Alterations;
· Reviews Veteran's medical documentation for better collaboration of services and benefits;
· Reviews and authorizes benefit payments and reimbursements to include specialty programs;
· Assists with interviewing Veterans;
· Assists with inspecting prosthetic equipment and/or appliances;
· Conducts and reports on home and vendor visits;
· Assists in inspecting and recommending approval of prosthetic shop inspections to include contracted shops;
· Processes and authorizes service and payment of monthly Home Oxygen program;
· Knowledge and understanding of The Joint Commission (TJC) standards of care;
· Assists with implementing and monitors recommendations of TJC standards of care;
· Assists in coordinating specialty clinics which include wheelchair, amputee, MMEC, PACT, etc.;
· Schedules patients and provide necessary documentation;
· Facilitates and participates in clinical team discussions;
· Prepares minutes and/or correspondence to Veterans and all stakeholders;
· Serves as a technical advisor and subject matter expert for PSAS;
· Assists in ensuring clinic recommendations and decisions are implemented;
· Procures inventory materials, supplies, and equipment;
· Manage, maintain and control inventory;
· Assist issuing PSAS inventory;
· Refers Veterans to proper clinical areas for evaluation/reevaluations;
· Assists in training PSAS employees;
· Represents PSAS in public relations activities, i.e., lectures, town hall meetings, community outreach events; and Assist with Human Resources actions to also include Functional Statements, Performance Standards, Evaluations, etc.

· Experience and/or Education: Three years of experience that demonstrates: knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting, OR, education equivalent to a bachelor's degree from an accredited university or college (preferably in a medical field, e.g. Kinesiotherapy, occupational therapy, physical therapy, orthotics, prosthetics, nursing.; public administration, health administration; or those in related courses of study OR, An equivalent combination of experience and education that are qualifying.

GRADE DETERMINATIONS:
GS-11: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates for GS-11 level:
Experience: At least 1 year of experience equivalent to the next lower level of GS-9, and must fully meet the KSAs at that level; OR
Education: Educationequivalent to 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited university or college in the field of business; a medical field, (e.g. kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study).
Demonstrated Knowledge, Skills and Abilities:
KSA 1: Knowledge of prosthetic programs related to at least 2 specialty programs as identified in 3a(4) Spinal Cord Injury Unit (SCIU),Blind Rehabilitation Center (BRC),Traumatic Brain Injury (TBI), Home Based Primary Care (HBPC),Driver Rehabilitation Training, Orthotic and Prosthetic Laboratories, Optical Laboratories; Prosthetic Implants.
KSA 2: Ability to advise clinicians on the selection, prescription, and acquisitions of a full range of prosthetic devices.
KSA 3: Ability to maintain liaison with prosthetic supply manufacturers and dealers by inspecting their facilities and services participating in the award of prosthetic appliance contracts by providing advisory services to contract specialists.
KSA 4: Knowledge of investigative/research studies for newly developed prosthetic items in order to select pilot wearers, and compile data on item usefulness.
Assignment: This is considered to be the full performance level as a Supervisory Prosthetic Representative.
