THIS VACANCY ANNOUNCEMENT IS FOR ONE FORMAL CAREER BROADENING OPPORTUNITY IN THE LEGAL CAREER FIELD. THE ORGANIZATIONAL LOCATION OF THIS POSITION IS AFLOA/JACL, JB ANDREWS, MARYLAND.
Career Broadening positions are centrally funded and managed by AFPC/DP2Z. Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager/executive.
Career Broadening also provides executive training and developmental opportunities in a Major Command or staff environment. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment, while gaining new experiences in a different work environment.
Duties:
- Assists the Chief, JACL and/or designated supervisor in carrying out responsibilities in matters pertaining civilian personnel and labor law. Advises the Secretary of the AF, Chief of Staff level, Air Staff level, Senior Program managers, and MAJCOM level personnel on the development of HQ USAF-level policy relating to civilian personnel matters.
- Serves as a senior attorney for litigation in Federal Courts involving the AF with responsibility for planning and accomplishing diversified legal work pertaining to litigation matters arising out of AF civilian personnel and labor matters.
- Is lead counsel and defends the AF worldwide, at all levels, in administrative litigation of cases before the FLRA, EEOC, MSPB, FSIP, FMCS, OSC, federal sector arbitrators, state Unemployment Compensation agencies, state Worker's Compensation agencies, and officials directed to adjudicate grievances through the Agency Grievance Procedure.
- Trains judge advocates, civilian attorneys, paralegals, personnel specialists, equal employment opportunity specialists, commanders, managers, and supervisors on all aspects of labor and employment law to ensure observation of regulations, law, and the constitution.
OTHER SIGNIFICANT FACTS:
1. Must have a law degree (JD) from an accredited law school and be a member in good standing of the bar of the highest court of a state or District of Columbia or other Federal Bar, as appropriate.
2. Must be able to obtain and retain at least a secret clearance.
3. Must be available for temporary duty travel by military or civilian aircraft as may be required.
4. Overtime may be required as workload demands.
5. Must be willing to perform other duties, as assigned.
ADDITIONAL CONDITIONS OF EMPLOYMENT:

2. MOBILITY AGREEMENT: These are not continuing positions and assignment duration is limited to 36 months. An employee selected for a Career Broadening position must sign an Air Force Mobility agreement as a condition of selection.

4. PCS RESTRICTION: An employee required to make a PCS to a Career Broadening assignment will be restricted from making a second PCS for 24 months (DOD JTR Vol).
Defense National Relocation Program is authorized.
5. TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
6. Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
7. Employee may be required to work overtime.
Work Experience Required:
Applicants must possess professional legal experience as a practicing attorney which include assignments related to the specific duties of this position. To be creditable, your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of the role and duties of a Government attorney. Knowledge of the applicable substantive federal laws, regulations, and policies. Knowledge of communication methodologies and staffing processes peculiar to the legal profession and the Air Force.
In addition to the basic requirements, candidates for Legal career broadening assignment must meet the following:
Bar Membership: Applicants must currently be a member in good standing of the Bar of a State, Territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Applicants must submit a recent, official certificate showing that the applicant is an active member in good standing, together with an official statement that his or her fitness to practice law or conduct as an attorney have never been challenged, or if either has been challenged, an official statement concerning the facts and circumstances together with any explanation which the applicant may care to submit, must be included with the request. (No exceptions permitted to this requirement.)
QUALIFICATION REQUIREMENTS: Applicants must meet the basic requirements as defined in AFI 51-107, 24 Oct 2011; 5CFR 213.3102; Schedule A; and DoD Directive 1442.2; and as stated in this announcement. Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
Knowledge, Skills and Abilities:
1. Knowledge of the applicable substantive federal laws, regulations, and policies pertaining to federal labor and employment law.
2. Knowledge of Federal Rules of Civil Procedure, and litigation techniques necessary for the defense of the AF in administrative and judicial forums.
3. Knowledge of the role and duties of a Government/Air Force attorney to include an understanding of Department of Defense and Air Force structure and chain of command.
4. Skill in various research methodologies to include computer-assisted technology.
5. Ability to communicate effectively both orally and in writing. Ability to gather facts and effectively evaluate and analyze them to develop evidence to support Air Force litigation positions.
6. Ability to defend the AF before administrative and judicial forums. Ability to supervise and lead other attorneys responsible for handling Federal defensive litigation.
