MAJOR DUTIES:
· Defines, develops and formulates the technical structure, analytical approach and the technical policies, procedures and concepts in support of the Nuclear Science Division with $45M (annual) budget to support two diverse programs that impact the full spectrum of the Directorate and Centers mission areas.
· The Center's expert on the environmental fate of chemical, biological and nuclear materials and the detection, collection, analysis, modeling and simulation of chemical, biological and nuclear materials in the environment.
· Uses scientific method and technical management acumen to conduct and oversee complex special scientific and engineering studies in areas where little knowledge has been assembled or in areas uncharted by previous work or theories.
· Recognized as an international level technical expert and serves as formal USAF representative on multiple national (and international), multi-agency working groups and committees attended by senior representatives (GS-15, Mil 06, and SES) from universities, national laboratories, other national government agencies including a national materials working group that formulates US materials detection, collection and analysis policy; a senior level multi-agency advisory panel on chemical and biological issues; and a national (international subcommittee) of an executive agency wide committee on chemical and biological analytical issues.
ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Position is designate critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Polygraph: Incumbent will be subject to undergo random counterintelligence-scope polygraph examination, in accordance with security regulations involving the material handled.
4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
5. This position requires the incumbent to sign a mobility statement.
6. This position is Acquisition SPRDE-Program Systems Engineer (W), Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
7. A Master's plus experience and skill equivalent to a Ph.D in chemistry or a closely related field from an accredited university or institute is highly desired.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the application of chemical, biological and nuclear technologies, environmental fate of materials, modeling and simulation and the various organizations that are involved in these areas to address Air Force and National security issues.
2. Knowledge of nuclear, chemical and/or biological engineering principles and practices and application of the scientific method to developmental/design engineering problems.
3. Knowledge and in-depth understanding of advanced principles in science and engineering to be able to apply the proper guidance on scientific and technical matters related to mission capabilities.
4. Ability to apply experimental theories and groundbreaking developments to problems often not achievable via traditional methods or means.
