As the Lead Health Technician for the Telehealth Clinic at the Bedford VAMC to include Community Based Outpatient Clinics in Lynn, Haverhill and Gloucester, MA you will be directing the work of a team of five (5) Health Technicians serving in a role to support and manage Telehealth clinical encounters. This would include the patient and provider location for real time telehealth events to include patient education activities, deployment tracking of equipment which may or may not be in conjunction with other Telehealth Clinical Technicians (TCT), technical and scheduling by utilizing innovative telecommunication technologies to enhance care coordination, access to care, and to routinely and proactively manage diseases to prevent health care crises. Primary duties of the position include but are not limited to:
· provides guidance and technical direction relating to Telehealth programs;
· serves as work leader, ensuring work assignments are carried out and deadlines and priorities are met;
· advises others on Telehealth policy and procedures;
· provides on-the-job-training to new employees;
· subject matter expert for the Clinical Video Telehealth (CVT) modality;
· schedules and manages advanced multi-point CVT calls for clinical patient care and administrative function of the team;
· monitors and reports on the status of work, reviewing completed work;
· reports to manager on employee performance; resolves informal complaints;
· maintains equipment inventory (may or may not be in conjunction with other TCT);
· gathers and maintains data for performance measures and contributes to the development and maintenance of standard operating procedures;
· monitors telehealth data/statistics rectifying as indicated and reports to Facility Telehealth Coordinator weekly;
· writes reports and is instrumental in preparing for Telehealth Conditions of Participation Survey.
Travel to the various community based outpatient clinics to provide TCT coverage is required as necessary.

Physical Requirements: The work is primarily sedentary but also requires some standing, walking, bending, lifting (and carrying of items (15-44 lbs). The work requires above average agility and dexterity. The work may require heavy lifting (45 lbs and over) of equipment or assisting patients. Pushing 2 hrs; walking/standing 4 hrs; kneeling/repeated bending 2 hrs; both legs required; near vision correctable at 14' to 16' to Jaeger 1 to 4; ability to distinguish basic colors/shades; hearing aid permitted; emotional stability/intelligible speech. Must be able to travel to outlying CBOC's or Outreach clinics and possess a valid drivers license.
Time-in-Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-06 level.
Specialized Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides guidance and technical direction relating to Telehealth programs; serves as work leader, ensuring work assignments are carried out and deadlines and priorities are met; advises others on Telehealth policy and procedures; provides on-the-job-training to new employees; subject matter expert for the Clinical Video Telehealth (CVT) modality.
There is no educational substitution for the GS-07 level.
