Air Reserve Technicians (ARTs) are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy ART positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Force Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

The primary purpose of this Air Reserve Technician Officer position is to serve as a Battle Watch Duty Officer. In this role, the incumbent will primarily be responsible for the operations, interoperability, liaison and training for the organization, in regards to working with the Air Force Reserve Command (AFRC) unique customers and capabilities. The Battle Watch Specialist will coordinate the activities of the Force Generation Center (FGC) Battle Watch and AFRC Crisis Action Team (CAT). Coordinates with the operations managers and briefers to the Commander, FGC on alternating 24/7 shifts. Incumbent will apply operational experience to forecast, plan, direct, coordinate requirements, courses of action and implement rationale and criteria to provide command and control oversight to deliberate, contingency, exercise, and combined joint training, and 24/7 worldwide operations. Incumbent will administer, schedule, and conduct comprehensive instruction in all aspects of operations, execution doctrine, methodology, and command and control systems and tools with the intent of providing current and qualified Battle Watch augmentees. As such, incumbent of this position will perform the following duties:
CONDITIONS OF EMPLOYMENT:
Position may or will require incumbent to: (1) Meet and maintain Air Force Reserve military requirements. Incumbent's regular assignments are primarily ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. (2) Perform other related duties as assigned. (3) Aviator experience is an important factor in the successful completion of the work, but not required. (4) Must be eligible for Top Secret security clearance with Sensitive Compartmentalization Information access. (5) Position requires shift work (24/7), weekend and overtime work as required. (6) Incumbent is subject to random drug testing under the Drug Free Workplace Program. (7) Incumbent must be able to obtain and maintain a Top Secret security clearance. (8) If you are selected for an ART Officer position, you will be required to sign a mobility agreement prior to appointment.
You must have at least one year (52 weeks) of specialized experience equivalent to the GS-11 grade level or qualifying pay band under other pay systems in the Federal Service which has given you the particular knowledge, skills and abilities (KSAs) as shown below required to successfully perform the duties of this position. Experience involved with applying operational experience to forecast, plan, direct, and coordinate requirements and courses of action; and implementing rationale and criteria to provide command and control oversight to deliberate, contingency, exercise, combined training and 24/7 worldwide operations. (To be creditable, specialized experience must meet the above quality level requirements).
Knowledge, Skills, and Abilities (KSAs): (1) Recent knowledge of a wide range of contingency operational and logistical requirements and processes to include planning, coordinating, and execution of the deployment/redeployment actions, mobility functions, and validation procedures. (2) Recent knowledge of and skill in the application of emergency management operations as it applies to crisis management, planning, coordination and execution. (3) Knowledge of the relationships involved in overall planning and execution of operations and evaluations with knowledge of directives, instructions, procedures, and policies governing processes. (4) Ability conduct comprehensive studies, and to prepare solutions to problems and issues to difficult operational and contingency areas. (5) Knowledge of weapon systems capabilities, limitations, focus, tactics, strategy, and processes.
