Air Reserve Technicians (ARTs) are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy ART positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Force Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

The primary purpose of this position as an Air Reserve Technician (ART) Officer is to serve as the Senior ART / Intelligence Squadron (IS) Commander, assigned to the Intelligence, Surveillance, and Reconnaissance (ISR) Group under the 10th Air Force (10 AF) Air Force Reserve Command (AFRC). This IS Commander is responsible for executing global ISR operations in support of Numbered Air Forces, Combatant Commanders and National Agencies with operational and strategic implications. The IS Commander is a senior leader who plans, manages, and oversees through assigned members the intelligence activities and operations of the squadron. Incumbent of this position will perform the following duties:
CONDITIONS OF EMPLOYMENT:
Position may or will require incumbent to: (1) Incumbent is required to meet and maintain Air Force Reserve Command requirements. Incumbent's regular assignments are primarily ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). (2) This is an Air Force Reserve Command (AFRC) key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. (3) As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. (4) This position is designated as mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by Headquarters AFRC. (5) The incumbent must be eligible for Top Secret/Sensitive Compartmented Information (SCI) Access. (6) This is a drug testing designated position. Incumbent may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing. (7) Maintain certification and currency in the Distributed Common Ground System (DCGS) mission. (8) Intelligence Officer positions are covered by the Defense Civilian Intelligence Personnel System (DCIPS) and are in the Excepted Service. Appointment to an Intelligence Specialist position does not confer competitive status. A non-DCIPS applicant selected for this position must acknowledge in writing position is in the Excepted Service and covered by DCIPS. (9) If you are selected for an ART Officer position, you will be required to sign a mobility agreement prior to appointment.

Experience which provides a thorough knowledge of conducting/supporting multi-disciplined Intelligence, Surveillance, and Reconnaissance (ISR) operations such as human, signal, geospatial, All-Source/Fusion Analysis, Acquisition Intelligence, collection management, analytical production management, and dissemination. (To be creditable, the specialized experience must meet the above quality level requirements which may include private sector, or experience gained in another government agency).

(2) Knowledge of laws, regulations, policies, and procedures relating to ISR activities. (3) Ability to analyze facts, prepare reports, present briefings, interface with high levels of management, negotiate complex issues; and maintain good working relationships. (4) Ability to plan, organize, and direct ISR operations functions; and mentor, motivate, and appraise a staff through subordinate supervisors. (5) Knowledge of personnel management procedures related to the supervisory role.
