This Senior Appraiser/SAH Agent will serve in an outbased position in Columbia, SC with the Department of Veterans Affairs, Veterans Benefits Administration, reporting to the Atlanta VA Regional Office. The incumbent perform real estate appraisal reviews and processing Specially Adapted Housing grants for Veterans.
As a Senior Appraiser (SAH) for the Veteran Benefits Administration you will:
MAJOR DUTIES:
Work Schedule: This position requires Travel by automobile through out an assigned geographical area. This may cause overnight lodging.
Position Description Title: Senior Appraiser (SAH) GS-1171-11/12 full performance level 12
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Physical Requirements: The position requires frequent scheduled field trips in a government vehicle throughout the assigned geographic jurisdiction. Some slight physical effort may be required in completing field reviews and field inspections. On-site inspections of subject or comparable properties often require frequent stops and starts interspersed with some hiking or lengthy walks over various terrain types ranging from flat open field to rough, brushy or forested areas. Specialized Experience:
GS-11: One year of specialized experience, as described below, which is equivalent to the next lower grade level equivalent to GS 09 in the federal service.
GS-12: One year of specialized experience, as described below, which is equivalent to the next lower grade level equivalent to GS 11 in the federal service.
Examples of specialized experience involved the following: the valuation of property that demonstrates a knowledge of and the ability to apply the recognized methods and techniques to produce a professional appraisal of real property which meets all the provisions of the Uniform Standards of Professional Appraisal Practice; interpretations of building plans, specifications and all related construction exhibits as they are employed in various proposed construction areas; interaction with a wide variety of customers at all levels; preparation and delivery of effective oral presentations; preparation of clear competent written communications; and evaluation of the influence on value of flood zones, airports, subsidence, erosion and other factors which have potential impact on valuation. Such experience must demonstrate the ability to plan an appraisal project, resourcefulness and judgment in collecting sales, cost, income, and other economic and social data affecting property value.

Applicants may substitute education for the experience required:
GS - 11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
There is no education substitution at the GS 12 grade level.
