This position is located in the Safety Regulatory Analysis Division, Office of Safety Analysis, Federal Railroad Administration (FRA) in Washington, DC. This is a developmental position progressing to the full performance Industry Economist, GS-0110-14. Work assignments are designed to introduce the employee to the full range of duties and responsibilities required at the full performance level. As experience and knowledge in the position are gained and competency is demonstrated, the employee is relied upon to make more independent judgements and decisions related to providing economic analysis and expertise in the development of policies and programs. The employee may be non-competitively promoted to the GS-14 level provided the work at the higher grade continues to exist, management certifies the employee has sufficiently demonstrated the ability to perform at the higher level, and the time in grade and all other regulatory requirements are met.
Ideal Candidate Statement: This position is ideal for mid to senior level professionals who have developed cost/benefit criteria for measuring short and/or long term economic viability of transportation safety programs, and the evaluation of new or changed transportation safety regulations or standards. Experience gathering economic data from transportation industries, State agencies, the public, and other authoritative sources related to the various modes involved in hazardous material transportation is also preferred.
