The Supervisory Physical Therapist(PT) is responsible for the supervision of the assigned Inpatient and/or Outpatient Physical Therapy sections of the Physical Medicine and Rehabilitation Service at VA Palo Alto Health Care System (VAPAHCS). PT inpatient and outpatient units are geographically located at the Palo Alto Division, Menlo Park Division, Livermore Division, and San Jose, Monterrey, Stockton, and Modesto Community Based Outpatient Clinics (COBCs). The incumbent has full supervisory responsibility over his/her assigned work units. Duties include for planning, directing, and coordinating all aspects of the delivery of Physical Therapy Services at VAPAHCS. This encompasses Physical Therapy (PT) services in diverse programs including inpatient care, outpatient/ambulatory care, Spinal Chord Injury/Disorders, Polytrauma System of Care, Regional Amputation Center, Assistive Technology Lab, Mental Health Units, Western Blind Rehab Center, Community Living Centers (CLC), and Community Based Outpatient Clinics (CBOC).
The major duties and responsibilities include, but are not limited to:
· Provides all supervisory duties for the assigned section (Inpatient or Outpatient units) of the PT department which include but are not limited to; work assignments, performance evaluation, hiring, awards, advancements, and when appropriate, disciplinary action.
· Supervises non-supervisory staff of physical therapists, trainees, and volunteers in the delivery of treatment and educating patients and caregivers. Staff assignments are at clinics including the Polytrauma Rehabilitation Center/Comprehensive Rehabilitation Center (PRC/CRC), Polytrauma Network Site, Polytrauma Transitional Rehabilitation Program, Spinal Cord Injury (SCI) Unit (including PTs in SCI Inpatient, SCI Outpatient), Drivers Rehabilitation, Assistive Technology Center, Acute, Sub-Acute, Hospice, Comprehensive Living Center (CLC), Gero-psychiatric CLC, and Outpatient clinics.
· Monitors and reviews treatment programs to assure timely delivery of quality care and incorporation of current methods and techniques.
· Identifies staff continuing education and training needs.
Physical Requirements: This position requires heavy carrying of 45 pounds and over, pushing two hours, bending one hour and hearing without aid; in accordance with HRML No. 005-12-02, Employment of People with Disabilities, Including Under Schedule A, 5 CFR 213.3102(u).

Grade Determinations:
GS-12 - In addition to meeting the basic requirements, applicants must have a minimum of 1 year of progressively complex experience equivalent to the next lower grade level (GS-11). Experience includes: Knowledge of contemporary and evidence-based PT practice; Ability to interpret clinician prescriptions and referrals; Skill in communicating, both orally and in writing, with patients, families, caregivers, and other health care professionals to facilitate the multidisciplinary treatment process; Skill in utilizing appropriate screening and evaluation techniques required to appropriately provide direct patient care; Knowledge of clinical signs and symptoms to make appropriate referrals for further medical attention/assessment as indicated. Generally, assignments at this grade level require the knowledge, skills, and competencies normally acquired through post-graduate residency or fellowship training programs. In addition to fully meeting KSAOs identified at the GS-11 full performance level, the candidate must also demonstrate the following KSAOs:
