About the Position:
Incumbent of this position works under the general administrative supervision of the Intellectual Property Law Division Chief within the Army Materiel Command (AMC) Legal Center-Warren with responsibility for supporting overall TACOM programs, policies, and procedures in the areas of drafting and prosecuting patent applications, patent infringement claims, litigation, and licensing.

1. Provides support to the Chief regarding a full range of intellectual property (IP) issues and services, including drafting and prosecuting patent applications, reviewing and advising on various invention matters, counseling on contract and technology transfer IP matters such as inventions rights, patents and reviewing infringement claims.
2. Evaluates the technical content of invention dockets, conducts patentability searches and renders opinions on potential patentability of complex and advanced systems and concepts; drafts patent applications and prepares amendments.
3. Identifies unreported inventions by the delineation of numerous complex interrelated research and development work accomplished by contractors and by an active program of follow-up of inventions under the patent rights clause, makes recommendations regarding rights to title to inventions.
4. Conducts training sessions/classes/lectures for briefing of Command personnel regarding protection of Governments interests in preparation and follow-up of Government contracts, in negotiations with industry representatives and the like.
5. Studies, interprets and prepares legal opinions for all elements of the Command regarding technical data rights, computer software, patents, copyright.

The full performance level of this position is GS-14. Management may select at either of the announced grade levels (GS-13, or GS-14) for which an applicant is qualified. Applicants selected below the full performance level of GS-14 will have promotion opportunity to the full performance level without further competition when the incumbent is eligible and recommended by management for promotion.
The following basic qualification requirements must be met before applicants are eligible for further consideration:
1. Legal Education: Applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (J.D. or LL.B.).
2. Bar Membership: Applicant must currently be a member in good standing in the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia.
3. U.S. Patent and Trademark Office Registration: Applicant must be a registered U.S. Patent Attorney with a license to practice before the U.S. Patent and Trademark Office.
4. Technical Education: Applicant must have successfully completed a bachelor's degree in electrical engineering or mechanical engineering. This degree requirement is due to the unique technical expertise necessary to perform the work of the position.
