About the Position: This is a position with the U.S. Army Corps of Engineers (USACE) New England District. The New England District encompasses the six New England states and employs approximately 500 professional civilian employees. 75 percent of the staff is stationed at the Concord, Massachusetts headquarters, while others serve at Corps projects and Construction area offices throughout the New England region.
The District Headquarters is located in Concord, Massachusetts and is situated approximately 18 miles northwest of Boston, the capital of the state. Concord has the feel of a suburb with much historical flare. Not far from Concord Center is the Minute Man National Historical Park where the American evolutionary battle of Concord-Lexington took place in 1775. Concord is part of the Boston area with an estimated population of 4.6 million. Serve as principle assistant and advisor to the Safety and Occupational Heath Manager (SOHM) at the U.S. Army Corps of Engineers (USACE)-New England District (NAE) in executing the overall District Safety and Occupational Health Program. You will be a technical specialist responsible for educating, promoting, and encouraging the practice of safety while reducing unsafe acts and hazardous conditions. You will provide safety oversight on diverse assignments to include construction, environmental restoration, and hazardous waste site cleanup projects for both civil works and military projects. You will provide technical expertise during project design and specification development. You will advise both District and contractor employees on safe working procedures in accordance with Federal, State, local and professional safety and health standards. In the absence of the SOHM, incumbent assumes full responsibility for the mission, functions, and operation of the Safety and Occupational Health Program.

Specialized Experience: To qualify based on your work experience you must meet 1 year of specialized experience equivalent to the GS-11 level in Federal Service or equivalent pay band system. Specialized experience is defined as: 1) knowledge and experience with performing workplace inspection and surveys to identify safety and occupational health violations; 2.) Development and implementation of comprehensive safety and occupational health program to eliminate or control injury to personnel or damage to property and to reduce the frequency, severity, and cost of accidents and occupational illnesses; 3.) involvement in the evaluation and assessment of high-risk activities involving large-scale construction projects; environmental restoration and hazardous waste site cleanup activities; and marine work (to include dredging and diving activities); and 4.) development and implementation of training programs in safety or occupational health subjects for the following groups of individuals: workers, supervisors, Program Managers, and technical professionals.
