Serves as the school liaison officer (SLO) for School Liaison Services (SLS), an essential component of the CYS YESS Program, with responsibility for the operation, integration, coordination, and oversight of all installation CYS issues involving public schools and their relationship to the local military community. Applies professional knowledge to spearhead the integration of military children into the local school system. Meets with parents and students, school principals, guidance counselors, teachers, and other school staff and superintendents, as appropriate. Establishes, implements and coordinates all local school (public, DDES, LEAs) liaison administrative and operational procedures. Provides program oversight and accountability for the performance of staff and the safety and well being of children and youth IAW DoD, Army and local policies and standards. Ensures staff follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.). Develops policies, procedures and SOPs to support SLS program goals.
Functions as an intermediary between and advocate for parents/youth and school administrators. Assesses needs and serves as the focal point for gathering and disseminating information concerning the local schools. Assists parents/youth in locating points of contact in the schools and makes referrals as appropriate. Maintains resource materials to assist parents/youth in understanding the policies and procedures of the local school system (public, DDES, LEAs) to include information on Secondary Education Opportunities, e.g., scholarships, fellowships, internships.
Works closely with the Youth Education Liaison Services (YELS) Specialist and other CYS staff to successfully integrate CYS initiatives (technology labs, homework centers, Youth Sponsorship, and education transition centers) with school resources to meet the needs of constituents.
Implements installation Partnerships in Education (PIE) initiatives to foster partnerships between the military community, schools, and the local community that support smooth school transitions for children/youth and promotes community/parental involvement in schools. Manages all command sponsored partnership activities that involve students during the school hours, e.g., tutoring and mentoring, workforce preparation activities, career counseling, crime and drug prevention. Recruits, trains and manages assignments, and recognition of volunteers (soldiers, DA civilians, retirees and family members) to work with School Liaison Services.
Provides input to the YESS marketing plan and command information materials on local schools, school activities, intervention programs, legislation impacting schools, etc. and assist in dissemination within the communities, to promotes access to the SLS/YESS services/ program and garner public support. Coordinates facilities, transportation, supplies, and logistics for planned activities/events.
Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with regulatory requirements and CYS baseline standards. Ensures program contributes to achieving and maintaining DoD certification. May participate as a member of other appropriate installation and community councils, committees and boards related to youth education and services to children/youth, e.g., installation Youth Action Council, Juvenile Review Board, Installation Volunteer Council, Special Needs Resource Team (SNRT), Exceptional Family Member Program (EFMP), etc. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.
Implements and monitors DA policies to include SLS guidance, baseline standards and benchmarks, and program utilization goals. Develops operational procedures to anticipate installation needs and trends and provides input to CYS Coordinator for inclusion in the CYS Operations Plan. Develops YELS budget requirements/justification input for the CYS Coordinator /YESS Director for inclusion in the overall CYS budget. Collects and maintains data (patron contacts, use trends) to meet program area space metrics, analyzes and for inclusion in the Installation Child and Youth Operations Plan/5-Year Business Plan.
Serves as Subject Matter Expert on installation child and youth SLS. Supports all EEO and AA objectives. Establishes and maintains program database encompassing the needs of parents, schools, child/youth, use statistics, and volunteer hours. Prepares reports, surveys, and briefings for command and installation on matters pertaining to SLS. Procures supplies and equipment to support program goals and objectives.
