Serves as an action officer providing subject matter expertise on a headquarters staff, develops internal control programs, conducts financial and performance reviews (including economy and efficiency of operations) of Army Morale, Welfare, and Recreation systems and programs. Assist with correspondence reviews financial statements, and develops process for improvement. Develops benchmarks for program operations. Reviews and analyzes current policy, processes, documentation, and other factors associated with support services and develops, coordinates and implements processes and procedures as necessary to ensure Marketing performance in relation to meeting goals, objectives, tasks, standards, and targets of the IMCOM proponent for the range of support services. Assesses conditions, sets metrics, monitors compliance with standards and develops corrective actions; develops effective approaches for program improvement/ deficiency resolution and monitors progress. Develops statements of work and acquisition plans; short/mid/long range strategic plans at the departmental level; maintains awareness of internal and external environment and assesses impact on Marketing operations; Performs evaluative analysis of expenditures and tracks purchase request. Consolidates program request and IMPAC usage, researches records, reviews reports, financial statements, regulations, and directives to gather data. Analyzes mission, organization, work processes, methods, procedures, etc. to recommend improvement in current practices. Responsible for daily data input, prepares reports and provides input, advice and guidance to ensure proper internal control procedures and proper financial reporting procedures IAW applicable regulations and local policies. Provides guidance and advice to program managers. Provides assistance in instituting proper internal control procedures and proper financial reporting procedures in accordance with applicable regulations and local policies. Maintains data budget procedures as required and assist in supply support for services and programs are following guidelines and SOP's. Develops operating procedures, conducts needs assessment, identifies deficiencies and initiates corrective action. Provides administrative support for Family and MWR personnel involving performance management, records management, civilian pay, and travel. Effectively manages resources. Presents findings, results, and recommendations to IMCOM leaders through briefings and other formal presentations. Participates and/or leads workshops and meetings to promote a better understanding within the IMCOM staff of the roles, missions, and services provided to Garrisons and its customers. Performs other duties as assigned.
